Responsibilities

• Consults with leadership to promote core values at all levels
• Assist management in resolving employee relations issues and investigations
• Coach department heads in performance management and recruitment practices
• Set up the HR department and provide management oversight, training and leadership
• Structure, source and recruit staff for the HR department in-line with business objectives
• Design, develop, and execute full-cycle recruitment plans and talent sourcing strategies
• Coordinate recruitments and orientations of new staff
• Review and approve job descriptions and requests, ensuring accuracy
• Coordinate vacancy postings in internal and external media
• Maintain the recruitment tracking system and monthly reports
• Lead succession planning and talent management programs
• Define and review salary structure and benefits plan in-country
• Ensure staff clearance forms are submitted before final dues
• Support people plans to embed performance culture
• Design a performance evaluation program aligned with benchmarking
• Oversee payroll management for employees
• Manage end-to-end payroll, including wages, deductions, and bonuses
• Ensure timely payroll processing and accurate records
• Maintain payroll records for new hires, terminations, and changes
• Verify timekeeping data for accurate pay
• Ensure compliance with payroll regulations and tax laws
• Stay up-to-date with payroll legislation and best practices
• Prepare payroll reports and tax filings
• Generate payroll reports to identify discrepancies and propose solutions
• Respond to payroll inquiries from employees
• Provide payroll support including W-2s and tax documents
• Coordinate onboarding and offboarding related to payroll with HR
• Collaborate with finance to manage budgets and forecast payroll expenses
• Identify opportunities to improve payroll processes
• Assist in payroll software upgrades
• Provide strategic advice on employee relations
• Maintain HR policies and procedures
• Oversee a performance appraisal system
• Maintain pay plans and benefits programs
• Initiate an organization-wide training program
• Oversee HR administration and ensure legal compliance
• Monitor staff contract management
• Lead exit management procedures
• Liaise with local legal counsel on HR issues
• Maintain 201 files and employee records aligned with DOLE
• Other tasks as assigned by management
• Conduct research and enforce HR procedures and policies
• Analyze and report KPIs related to human capital
• Analyze and report HR data to support HR strategies
