Job Overview

We are seeking a Human Resources Specialist / Officer based in or near Calamba, Laguna to manage workforce operations across local construction sites. You will lead site-level recruitment, site employee relations, timekeeping coordination, and labor compliance in accordance with Philippine labor standards and DOLE Region IV-A guidelines.

Key Responsibilities

• Local Recruitment &am; Manpower Placement: Sourcing, screening, and deploying skilled site workers (foremen, site engineers, safety officers, tradespeople, and general laborers) tailored to Calamba project schedules.
• DOLE &am; Site Safety Compliance: Oversee site-level adherence to DOLE standards (including Wage Order No. IVA-22 for Region IV-A), OSH safety compliance, and project-based employment contracts.
• Employee &am; Labor Relations: Address field grievances, conduct administrative investigations, manage disciplinary procedures, and maintain positive site morale.
• Timekeeping &am; Payroll Coordination: Audit daily attendance logs with site timekeepers, ensuring accurate computation of project allowances, night differentials, overtime, and holiday pay.
• Onboarding &am; Offboarding: Lead site deployment briefings, manage project-based contract extensions or terminations, and process clearance releases upon project milestones.
• Admin &am; Statutory Benefits: Oversee registration and claims processing for SSS, PhilHealth, Pag-IBIG, and maintain accurate employee records.

Requirements

• Bachelor’s degree in HR Management, Psychology, Business Administration, or a related field.
• Minimum 2 years of HR generalist or site recruitment experience specifically within Construction or Engineering.
• Practical understanding of Philippine Labor Laws regarding project-based vs. regular workforce contracts.
• Excellent communication, conflict-resolution, and negotiation skills.
• Must be residing in or near Calamba City, Laguna.
