DGA Construction and Development OPC is seeking an HR professional to manage workforce operations for both office staff and construction site workers in the Philippines. You will oversee recruitment, onboarding, and biweekly payroll, while ensuring compliance with government-mandated benefits.
The role requires strong conflict-resolution skills to bridge workers and management, and a proactive, highly organized approach to payroll, timekeeping, and labor relations across multiple project sites.
We are seeking a diligent, highly organized, and proactive HR professional to manage our workforce operations. In this role, you will be the primary point of contact for both office staff and construction site workers. You will oversee the full recruitment cycle, manage weekly payroll, handle labor relations, and ensure 100% compliance with Philippine government-mandated benefits. The ideal candidate thrives in a fast-paced environment, meets strict deadlines efficiently, and possesses the strong conflict-resolution skills necessary to bridge the gap between workers and management.
End-to-End Hiring: Manage the full recruitment process for both corporate office staff and skilled/unskilled construction site workers (e.g., foremen, carpenters, laborers).
Sourcing & Interviewing: Screen applicants, conduct interviews, and assess candidates to ensure a strong fit for project requirements.
Deployment: Coordinate the timely placement and onboarding of workers to various construction project sites.
Weekly Payroll Processing: Ensure accurate and timely calculation of weekly wages, regular overtime (OT), night differential, and holiday pay.
Attendance Tracking: Monitor and verify weekly timesheets, DTRs (Daily Time Records), and attendance logs for both salaried staff and daily-wage laborers.
Communication: Responsible for coordinating and reconciling weekly payroll data with owner records to guarantee accurate billing and alignment.
Statutory Contributions: Accurately compute, deduct, and report monthly contributions for SSS, PhilHealth, and Pag-IBIG (HDMF).
Tax Compliance: Manage BIR withholding taxes for applicable staff and ensure proper documentation (Form 2316 processing).
Dispute Management: Act as a mediator to effectively resolve arguments, grievances, and disputes between workers, site supervisors, and management.
Labor Compliance: Ensure all conflict resolutions, disciplinary actions, and terminations strictly adhere to the Philippine Labor Code to avoid DOLE cases.
Liaison: Serve as the main bridge of communication between field workers, site engineers/foremen, and upper management.
Project Coordination: Regular coordination regarding manpower allocation, safety policies, and company announcements across different project locations.
Experience: Proven experience working in Human Resources, ideally within the construction, engineering, or heavy industries in the Philippines.
Time Management: Proven ability to work efficiently under pressure and consistently meet tight weekly deadlines (especially for weekly payroll).
Autonomy: A self-starter who is highly diligent, detail-oriented, and capable of working independently with minimal supervision.
Soft Skills: Strong communication, interpersonal, and negotiation skills to handle diverse personalities from site workers to executives.
Availability: Must be fully willing and able to work a Monday through Saturday schedule.
