Job Description
The HR Department Head drives organizational effectiveness by providing strategic leadership across talent acquisition, learning and development, performance management, compensation and benefits, payroll, employee and labor relations, and organizational development. The role ensures HR strategies, policies, and programs align with business objectives while fostering a high-performing and engaged workforce.
Duties and Responsibilities
Lead end-to-end recruitment and workforce planning to attract and retain qualified talent.
Manage sourcing strategies and build talent pipelines.
Screen and endorse qualified candidates for hiring.
Identify training needs through performance evaluations, coaching, and organizational requirements.
Develop and manage training programs and budgets.
Evaluate training effectiveness and recommend improvements.
Develop and implement the Performance Management System aligned with organizational goals.
Maintain organizational structures, job descriptions, and the Table of Organization.
Develop and administer competitive compensation and benefits programs.
Conduct periodic salary reviews and recommend market-aligned salary structures.
Ensure payroll concerns and employee issues are resolved promptly.
Ensure compliance with labor laws and occupational health and safety regulations.
Represent the company in DOLE, SENA, and other labor-related proceedings as needed.
Lead employee discipline, performance counseling, and grievance resolution for supervisory and managerial employees.
Bachelor's degree in Psychology, Behavioral Science, Industrial Psychology, Human Resource Management, or a related field; Master's degree in Psychology, Management, or a related discipline is preferred.
At least 10 years of progressive HR experience covering all major HR functions.
Strong leadership, analytical, planning, and organizational skills.
Excellent communication and interpersonal skills.
Sound judgment with a high level of confidentiality and attention to detail.
Knowledge of budgeting, governance, risk management, compliance, sustainability, and labor regulations.
