Job summary

Jamiyah Singapore is seeking a seasoned Operations Manager to lead the Welfare/Operations team at the Halfway House in Pasir Panjang, Singapore. You will develop strategic and operational plans, oversee daily routines, ensure resident safety, and drive program enhancements.

You will mentor staff, enforce policies, collate regulatory reports, and collaborate with external agencies to improve service delivery while upholding high ethical standards and mission values.

Qualifications

• Minimum of a Diploma in any discipline from a recognised institution.
• Minimum 5 years of relevant experience in operations management, security, government facility management, or institutional care, including supervisory responsibilities.
• Ability to communicate effectively and proficiency in Microsoft Office with data analysis and basic reporting.

Responsibilities

• Lead and supervise the Operations Team (Welfare/Operations Officers) to ensure smooth and effective halfway house operations.
• Develop and review strategic and operational plans to enhance centre performance and resident care.
• Ensure daily routines, resident movements, and overall safety measures are implemented and adhered to consistently.
• Monitor resident muster and movement trends; investigate and respond to irregularities or security breaches.
• Develop and recommend enhancements to programmes that improve residents’ well-being and quality of life.
• Conduct or oversee preliminary investigations into incidents; recommend disciplinary actions where necessary.
• Ensure the safe custody, supervision, and discipline of residents under the Home’s charge.
• Enforce compliance with the Home’s policies and SOPs, especially regarding resident movement, visitors, and contraband.
• Uphold workplace safety and health (WSH) standards in accordance with internal protocols and regulatory frameworks.
• Ensure facilities, logistics, equipment, and resources are adequately maintained for optimal functioning.
• Collate and submit statistics, reports, and documentation required by regulatory and funding bodies.
• Network and collaborate with external agencies to share best practices and strengthen service delivery.
• Coordinate with Case Workers and programme teams to ensure alignment between rehabilitation goals and operational execution.
• Provide leadership, mentoring, and performance management to operations staff.
• Support Head of Home in policy-making, strategic planning, and continuous improvement initiatives.
• Submit regular reports to the Head, JHH on centre incidents, staffing, logistics, and compliance matters.
• Undertake additional responsibilities assigned by management, including duties beyond normal working hours when necessary.
• Support and participate in Jamiyah Halfway House and Jamiyah Singapore’s events and functions.
