PROJECT OVERVIEW:

Meeting Targets and Maintaining Epidemic Control (EpiC) in the Philippines is a multi-year global project funded by the U.S. President's Emergency Plan for AIDS Relief and the U.S. Department of State. The Philippines portfolio includes HIV and Global Health Security 2 projects. EpiC-HIV provides strategic technical assistance and direct service delivery to improve HIV case finding, prevention, treatment programming, and viral load suppression, while strengthening the capacity of local community-based organizations and collaboration with the Government of the Philippines. EpiC Global Health Security supports national multisectoral platforms in strengthening health and surveillance systems for zoonotic diseases, pathogens, and antimicrobial resistance.

JOB SUMMARY:

The Finance Officer reports to the Senior Finance & Admin Officer and provides finance support to the project. The role processes and records financial transactions, reviews travel and administrative documents, maintains finance files, and supports monitoring and reporting requirements. The position helps ensure that financial and activity records comply with FHI 360 policies and procedures and applicable donor rules and regulations.

KEY RESPONSIBILITIES:

• Conduct pre-audits of vouchers, invoices, travel expense reports, and supporting documents for project-funded payments, and verify that appropriate account codes are recorded.
• Perform and review reconciliations for bank accounts, balance sheet accounts, vendors, inventory, and other relevant accounts.
• Assist with bank communications concerning project accounts, balances, checkbook requests, bank statements, and related matters.
• Support the Senior Finance & Admin Officer during audits and prepare schedules in the agreed format.
• Review and conduct spot checks and reconciliations of petty cash in accordance with FHI 360 and donor requirements.
• Review and process payment requests for vendors, consultants, and staff reimbursements, as well as journal entries and liquidations, to ensure that documentation and processes meet FHI 360 cost principle requirements.
• Review accounting transactions to confirm that costs are charged to the correct codes before release to the accounting system.
• Review vendor selection analyses and verify adherence to procurement requirements.
• Ensure statutory payments are processed and paid on time in accordance with Philippine law and FHI 360 policies and procedures.
• When needed, support pre-award reviews and site visit reviews for qualifying recipients or implementing partners in accordance with established FHI 360 procedures.
• Perform other appropriate duties and responsibilities as assigned.

REQUIRED SKILLS AND COMPETENCIES:

• Strong analytical, numerical, critical-thinking, and problem-solving skills.
• Proactive ability to identify cost savings, cost avoidance, and efficiency opportunities.
• Familiarity with U.S. Government-funded projects and grants management policies and procedures.
• Ability to interpret financial and quantitative information and reports.
• Knowledge of Philippine taxation, national and local business regulations, and statutory requirements.
• Ability to manage tight deadlines and a high volume of work with minimal supervision.
• Ability to work collaboratively and sensitively in a multidisciplinary and multicultural environment.
• Strong written and spoken English communication skills and well-developed computer skills.
• Budget development and general ledger skills, with knowledge of generally accepted accounting, budgeting, and fiscal control principles and practices.
• Ability to handle complex and confidential information with discretion.

EDUCATION:

• Bachelor's degree in accounting or equivalent.

EXPERIENCE:

• Five to seven years of relevant experience, including at least two years of experience in financial management and reporting and one to two years of experience in grants management.
• The candidate should be articulate, professional, and able to communicate clearly and positively with clients and staff.

TRAVEL REQUIREMENTS:

• Occasional travel may be required to support program teams in processing eligible travel reimbursements and related provisions.

The expected hiring salary range for this role is PHP 720 ,000 - 840,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360's current promotional increase guidelines.
