Job summary

Health Systems Insight (HSI) is seeking an experienced Finance Officer to manage accounting, treasury, payroll, and statutory compliance for the Philippines Country Office. The role ensures accurate recording, reconciliations, and audit readiness in line with donor requirements and Philippine regulations.

The position leads month-end closing, GL reconciliations, cash management, payroll administration, staff advances, and regulatory reporting to BIR, SSS, PhilHealth and Pag-IBIG.

Qualifications

• Bachelor’s degree in Accounting, Finance or a related field.
• At least three years of relevant accounting or finance experience.
• Knowledge of Philippine tax and statutory requirements, including BIR, SSS, PhilHealth and Pag-IBIG.
• Experience in bookkeeping, account reconciliations, payment processing, payroll and month-end closing.
• Experience maintaining financial records and supporting audits.
• Proficiency in accounting software and Microsoft Excel.
• Strong attention to detail, integrity and ability to meet deadlines.
• Experience in NGO or donor-funded organisation is an advantage.

Responsibilities

• Record, review, and maintain country office and project transactions in HIS's accounting system.
• Lead the month-end and year-end closing processes for the Philippines office, including journal entries and accruals.
• Prepare and reconcile monthly general ledger accounts including bank, payroll, AP, AR, and fixed assets.
• Maintain audit-ready records and support internal, external, and donor audits.
• Ensure timely preparation of statutory reports to BIR, SSS, PhilHealth and Pag-IBIG.
• Manage end-to-end payroll and staff advances; ensure compliance with regulations.
