SAFRA National Service Association is seeking a Facility Planning & Management Executive/Assistant Manager to provide technical and project management support for property-related upgrades, A&A, and new developments. You will coordinate with consultants, contractors, authorities, and stakeholders to ensure delivery within budget, time, quality, and statutory requirements.

The Facility Planning & Management Executive/ Assistant Manager is responsible for providing technical and project management support for property-related, renovation, alteration and addition (A&A), development, and upgrading projects. The role involves coordinating with consultants, contractors, authorities, and internal stakeholders to ensure projects are delivered within budget, timeline, quality, and statutory requirements.
The incumbent will review technical proposals, drawings, and building systems, monitor project progress and costs, support tender and procurement activities, oversee inspections and defect rectification, and facilitate project handovers. The role also provides technical advice on building, mechanical and electrical (M&E), and infrastructure matters, while supporting utilities monitoring, sustainability initiatives, and energy-efficiency programmes across the organisation.
The ideal candidate possesses strong project coordination, stakeholder management, and technical problem-solving skills, with practical experience in property, building, construction, renovation, or project management environments.
Provide technical and project coordination support for property-related, renovation, A&A, development and upgrading works.
Review building and M&E-related queries and submissions, and advise on the relevant technical requirements and follow-up actions.
Coordinate with consultants, contractors, authorities and internal stakeholders on project matters.
Assist in preparing and reviewing tender specifications, quotations, technical proposals, cost estimates and submissions.
Monitor project budgets, timelines, work progress, risks, progress claims and variation works.
Attend site and technical meetings and follow up on outstanding matters.
Support inspections, testing and commissioning, defects rectification and project handover.
Review as-built drawings, O&M manuals, warranties and relevant certificates for completeness.
Prepare progress updates and recommendations for Management.
Support utilities monitoring and green initiatives where required.
A Degree or Diploma in Building, Estate Management, Engineering, Project Management or an equivalent discipline.
Three to five years of relevant working experience in property, building, construction or project management.
Experience in major upgrading, A&A, renovation or construction projects would be preferred.
Basic knowledge of building systems, tender documentation, contract administration and local statutory requirements.
Able to review technical information, analyse data and prepare clear reports and recommendations.
Practical knowledge and experience in green building initiatives will be viewed favourably.
Good communication, coordination and stakeholder-management skills.
Able to multitask and work within tight deadlines.
A good team player with a service-oriented mindset.
Possession of a Fire Safety Manager Certificate would be an advantage.
Singapore Citizen or Permanent Resident.
