Your Role, Your Impact
The Safety Officer supports the implementation and monitoring of safety programs across assigned SMDC construction sites. Working closely with the Construction Management team and contractors, the role ensures compliance with statutory, regulatory, and company safety standards while promoting a strong safety culture.
The position also involves identifying hazards, assisting with risk assessments, and conducting safety training to ensure all project workers follow established safety protocols and procedures.
Duties and Responsibilities
1. Regulatory Compliance
- Identify all applicable regulations and laws which the company subscribes and ensure compliance to its requirements.
- Serve as the company’s liaison to all government regulatory agencies concerning HSE matters
- Oversee full compliance of SMDC-engaged Contractors on the SMDC HSE requirements and programs.
- Conduct regular compliance assessments and discuss all applicable regulatory requirements to raise awareness and enhance knowledge.
2. Risk Management and Hazard Identification
- Identify potential hazards and recommend strategies to mitigate risks associated with workplace activities.
- Ensure that Contractors’ HIRACs are completed and maintained by conducting regular reviews and evaluations.
- Conduct regular site walkthrough inspections to identify and validate that HIRAC control measures are in place and effective and generate SORs to document all non-conformances and findings.
- Communicate the SOR findings to project stakeholders and secure their commitment to address them within the agreed timeline or based on their criticality.
3. Incident and Accident Management
- Report all incidents and accidents that occur on the project site, and analyze their root causes to ensure the proper implementation of corrections and corrective actions
- Serve as a resource person on all incident and accident investigation proceedings.
- Monitor completion of commitments on corrections and corrective actions.
- Ensure that lessons learned from incidents are communicated to all project stakeholders and across SMDC projects to prevent the recurrence of similar situations.
- Monitor Contractors’ compliance with incident reporting to regulatory bodies.
4. Training and Awareness Initiatives
- Review project HSE performance and identify HSE training gaps, as well as areas needing improvement.
- Liaise with SMDC to cascade corporate information regarding HSE training plans and programs.
- Prepare the necessary HSE training modules and presentation materials, and facilitate the training sessions
- Identify the target participants for HSE training both SMDC and Project personnel.
- Ensure project awareness and preparedness in the event of potential emergencies on site.
- Monitor and evaluate the learnings of participants to validate HSE training effectiveness.
5. Project Safety Culture Development and Engagement
- Regularly communicate the importance of safety to all levels of project stakeholders
- Hold safety meetings to review practices, updates, and performance metrics
- Create an environment where workers feel comfortable reporting hazards or suggesting improvements without fear of retaliation
- Establish project HSE committee with representative from various roles to address safety concerns collaboratively
- Involve all project site employees in safety assessments and encourage them to contribute to safety planning
- Establish rewards and recognition programs for individuals demonstrating safe behaviors and for achieving project safety milestones
Who We're Looking For
1. Must be a Bachelor’s Degree or relevant discipline.
2. At least five 5-year of OSH experience in the construction industry
3. DOLE-certified accredited Safety Practitioner a plus factor
4. With strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business and technology organizations.
5. With proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence, preferably as former team leader, or under a managerial capacity.
6. With excellent leadership, communication (written, oral and presentation/facilitation) and interpersonal skills.
7. Self-motivated, decisive, and with the ability to adapt to change and competing demands.
8. Must be able to support diverse and inclusive work environment.
9. Must be focused, driven and can work under pressure.
10. Must possess strong planning, organizing, and controlling skills, and with effective project management and systems development knowhow and skills
