About the role
R-II Builders Inc. is seeking an experienced Cost and Contracts Head to join our team in Quezon City, Metro Manila. This is a full-time position that plays a strategic role in managing all aspects of project costs, contract administration, and commercial negotiations across our construction portfolio. As the head of this critical function, you will have direct influence over project profitability, risk management, and stakeholder relationships, ensuring that all contractual obligations and financial targets are met with precision and integrity.

Key responsibilities
- Oversee the development, management and maintenance of all project budgets, ensuring accurate cost tracking and financial forecasting throughout project lifecycles
- Lead the negotiation and administration of all construction contracts with clients, subcontractors, suppliers and consultants, securing favourable commercial terms
- Review, analyse and interpret contract documents to identify risks, obligations and opportunities for value optimisation
- Manage variations, claims and disputes in accordance with contract terms, protecting company interests whilst maintaining positive stakeholder relationships
- Establish and implement robust cost control systems and procedures, ensuring compliance with company policies and industry standards
- Prepare comprehensive cost reports, financial forecasts and contract status updates for senior management and project stakeholders
- Direct a team of cost engineers and contracts administrators, providing mentorship, training and performance management
- Liaise with project managers, commercial teams and finance departments to align contractual, commercial and operational objectives
- Monitor market conditions, supplier performance and industry trends to inform procurement strategies and cost management decisions
- Ensure all contractual documentation is accurately recorded, filed and retrievable for audit and compliance purposes
What we're looking for
- Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management or a related discipline
- Minimum 10 years' experience in construction cost management and contracts administration, with at least 5 years in a senior or leadership capacity
- Proven expertise in developing project budgets, cost forecasting, value engineering and financial analysis
- Extensive experience in negotiating, drafting and administering construction contracts (including fixed price, cost-plus and design-build arrangements)
- Strong knowledge of claims management, contract variations and dispute resolution within the construction industry
- Demonstrated ability to lead, motivate and develop teams of professionals
- Advanced proficiency with cost management software, project accounting systems and Microsoft Office applications
- Excellent analytical, problem-solving and decision-making capabilities with meticulous attention to detail
- Outstanding communication and stakeholder management skills, with the ability to negotiate effectively at all levels
- Thorough understanding of Philippine construction regulations, building codes and industry practices
- Professional certifications such as Certified Professional Quantity Surveyor (CPQS), Project Management Professional (PMP) or equivalent credentials are highly desirable
