Job summary

University of the Arts Singapore Ltd is seeking an experienced Head of Facilities to lead day-to-day operations, safety, security, maintenance, and sustainability across campuses.

The role drives long-term capital planning, asset lifecycle management, and cost control, while managing budgets, vendors, and strategic initiatives to ensure optimal venue and space utilisation.

Qualifications

• 15+ years of relevant experience with at least 5 years in a leadership role.
• Strong expertise in facilities management, project management, and operational planning.
• Proven ability to manage budgets, contracts, and multiple priorities effectively.
• Excellent stakeholder management, communication, and leadership skills.
• Strong analytical, problem-solving, and data-driven decision-making capabilities.

Responsibilities

• Oversee day-to-day building operations including safety, security, maintenance, and cleanliness.
• Lead long-term infrastructure and facilities planning aligned with organisational strategy.
• Drive optimisation of resources, systems, and assets to enhance operational efficiency.
• Develop and implement policies, SOPs, and business continuity plans.
• Recommend cost-effective solutions for asset upgrades and lifecycle management.
• Manage operating and capital budgets with accountability for cost control.
• Contribute to P&L outcome, with a focus on revenue generation through venue hire and space utilisation.
• Identify opportunities for cost optimisation and operational efficiency.
• Develop long-term (5–10 year) asset renewal and maintenance strategies.
• Lead building development, retrofitting, and renovation projects from planning to completion.
• Engage and manage stakeholders, vendors, and service providers to meet performance standards.
• Provide strategic advice to senior management on facilities and operational matters.
• Leverage data and analytics for reporting, planning, and decision-making.
• Drive sustainability initiatives including energy efficiency and waste reduction.
• Support green building standards and organisational sustainability targets.
• Ensure compliance with all regulatory requirements (BCA, FSSD, NEA, URA, WSH, etc.).
• Champion a strong safety culture and emergency preparedness.
• Manage audits, inspections, and regulatory engagements.

Requirements

• Bachelor’s degree from a recognised university.

• Professional certifications in Facilities Management, Engineering, Project Management or Sustainability will be advantageous.

• At least 15 years of relevant experience, with at least 5 years in a leadership role. Candidates with broader or more extensive experience in similar roles may be considered for appointment at the Assistant Director level.

• Strong expertise in facilities management, project management, and operational planning.

• Proven ability to manage budgets, contracts, and multiple priorities effectively.
