ERL Technology Solutions Inc. is seeking an Admin Staff — Government Affairs, Operations & E-Commerce in Metro Manila to manage bidding, permits, regulatory compliance, and end-to-end operations coordination.
You will coordinate deliveries, source local suppliers, monitor inventory, and prepare government billing packages, reporting directly to the CEO. Strong English and Filipino communication, plus willingness to travel to government offices, are required.
The Admin Staff — Government Affairs, Operations & E-Commerce owns four complementary functions: government procurement bidding, government permits and regulatory compliance, operations support, and e-commerce management. This is a role for someone who can manage multiple tracks simultaneously — tracking a bid submission, following up on a delivery, coordinating installation materials, and processing an e-commerce order, all in the same day.
You will be ERL’s primary person for navigating government offices and agencies — from PhilGEPS bidding to importation permits, business licensing, and regulatory compliance for current and future projects. You will also own delivery coordination, local supplier sourcing, inventory management, and project operations support. You report directly to the CEO.
Monitor PhilGEPS daily for relevant bidding opportunities aligned with LISA Tech’s products and services; evaluate bid notices and assess eligibility, timelines, and requirements before recommending participation to the CEO
Prepare, organize, and submit complete bid documents in compliance with RA 9184 and its Revised IRR, including: Omnibus Sworn Statement, PhilGEPS Registration Certificate, Mayor’s Permit, BIR Certificate of Registration, audited financial statements, and technical specifications
Track all active bid submissions, opening dates, post-qualification schedules, and Notice of Award timelines
Coordinate with the BAC (Bids and Awards Committee) of procuring institutions for document submission, queries, and clarifications
Attend pre-bid conferences, BAC clarification meetings, and document submission appointments at government offices as required — travel within and outside Metro Manila may be necessary depending on the procuring entity
Manage post-award documentation: Notice of Award acceptance, contract signing requirements, performance bonds, and Notice to Proceed
Monitor project completion milestones and coordinate with the IT/Delivery team for Certificate of Acceptance and final billing requirements
Prepare and submit billing documents for government accounts: Sales Invoice, Delivery Receipt, Certificate of Acceptance, and other required attachments
Ensure all government project files are properly organized and stored — both digitally and physically — for audit readiness
Stay current with PhilGEPS policy updates, DepEd and CHED procurement guidelines, and GPPB issuances relevant to ERL’s product lines
Process and obtain importation permits and clearances required for ERL’s technology products, including coordination with the Bureau of Customs (BOC), freight station operators, and relevant regulatory agencies
Secure and renew business permits, barangay clearances, Mayor’s permits, and other local government licenses required for ERL’s operations
Coordinate with the BIR for business registration updates, Certificate of Registration amendments, and other regulatory filings as needed
Process permits and licenses for new business projects, including kiosk installations, pop-up setups, and other physical deployments that require local government or regulatory approval
Liaise with government agencies including DTI, SEC, DICT, DepEd, CHED, and other relevant bodies for certifications, accreditations, or compliance requirements related to ERL’s products and services
Monitor expiry dates of all company permits and licenses; initiate renewal processes well ahead of deadlines to avoid lapses in compliance
Maintain a complete, organized registry of all company permits, licenses, and regulatory documents — both physical and digital — with renewal schedules clearly tracked
Research regulatory requirements for new products or project types being considered by ERL, and advise the CEO on compliance steps before launch
Coordinate all outbound deliveries — book and manage couriers, Transportify, PAL Cargo, and other shipping partners for product dispatch to clients, government institutions, and installation sites
Track shipment status end-to-end and ensure deliveries are received on time; resolve issues with carriers and logistics partners as they arise
Coordinate pick-up of items from shipping partners, cargo offices, and suppliers as needed
Source local suppliers for installation materials, consumables, and equipment components required by the IT/Delivery team for project deployments
Canvass and compare pricing from local suppliers; present options with cost and lead time comparison to the CEO before ordering
Coordinate with the IT Lead on material requirements ahead of scheduled project installations to avoid delays caused by missing components
Maintain an updated list of accredited local suppliers with contact details, product scope, pricing history, and reliability notes
Maintain accurate stock records for all ERL products, spare parts, consumables, demo units, and installation materials
Monitor inventory levels and proactively flag reorder needs to the CEO before stock runs out
Conduct regular physical inventory counts and reconcile against system records; report and investigate discrepancies
Manage asset tagging and condition monitoring for company equipment including demo units, loaner units, and installation tools
Coordinate with the IT Lead on equipment allocation for project deployments; ensure materials are confirmed and ready before installation dates
Maintain an updated asset register with acquisition dates, assigned personnel, location, and condition status
Identify, evaluate, and accredit new local suppliers for operational needs across product components, installation materials, and consumables
Maintain active supplier relationships and keep supplier contracts, price lists, and contact details up to date
Follow up on pending orders and delivery commitments; elevate delays or quality issues to the CEO
Evaluate supplier performance periodically and recommend replacements or alternatives when standards are not met
Coordinate with accredited vendors for ad hoc operational requirements as they arise
Coordinate pre-installation preparation — confirm that all equipment, materials, permits, and manpower are in place before scheduled deployment dates
Liaise between the Sales team, IT/Delivery team, and clients to align on installation schedules, site readiness, and logistics requirements
Track deployment timelines and flag any risks of delay to the CEO and IT Lead in advance
Follow up on post-installation requirements: client sign-offs, Certificate of Acceptance, warranty registration, and billing triggers
Maintain a deployment tracker covering all active and upcoming projects with status, key dates, and responsible parties
Manage LISA Tech’s product listings on Lazada, Shopee, TikTok Shop, and other platforms — ensuring accurate descriptions, pricing, and stock levels
Process and fulfill customer orders daily; coordinate with logistics partners for timely dispatch and delivery
Respond to customer inquiries, pre-sales questions, and after-sales concerns across all platforms within the same business day
Monitor customer reviews and ratings; flag issues and recommend improvements to listings or fulfillment processes
Track e-commerce sales, returns, and disputes; prepare weekly platform performance summaries for CEO review
Optimize store performance by monitoring platform analytics, sales trends, and competitor listings
Submit a weekly report to the CEO covering: active bids and status, pending and completed permit applications, delivery and logistics updates, inventory levels, supplier orders, project deployment status, and e-commerce platform performance
Maintain complete and organized documentation for all government bids, permits, operations, vendor transactions, and e-commerce activities
Prepare and file government project billing packages accurately and on time to avoid delays in collection
Document SOPs for recurring processes to support consistency and future onboarding
Perform other tasks as assigned by the CEO
Bachelor’s degree in Business Administration, Marketing, Supply Chain Management, or a related field
At least 2–3 years of experience in government procurement, PhilGEPS bidding, or public sector project administration
Solid working knowledge of RA 9184 (Government Procurement Reform Act) and its Revised IRR
Hands-on experience preparing and submitting complete bid documents to government procuring entities
Experience processing government permits, importation clearances, or regulatory filings with Philippine government agencies (BOC, BIR, DTI, LGUs) is a strong advantage
Experience coordinating deliveries, managing logistics partners, or sourcing from local suppliers
Experience managing e-commerce operations on Lazada, Shopee, or TikTok Shop
Proficient in Google Workspace and Microsoft Office; experience with inventory or project tracking tools is an advantage
Strong written and verbal communication skills in English and Filipino
Excellent organizational skills with very strong attention to detail — errors in government bid submissions are costly
Willing to travel to government offices, agencies, and procuring entities as required
