Job summary

ZL Chemicals in Muscat leads a DBOT polymer facility programme for a major Oman national oil company. The role oversees procurement from design to handover, coordinating expediting, inspections and logistics across live field interfaces.

The expatriate package, single status, and Oman-based assignment require strong leadership of vendor teams, risk management, and alignment with project controls to deliver on schedule.

Qualifications

• Degree qualified with 15+ years' relevant experience, leading procurement officers on oil & gas projects.
• Proven management of vendor and subcontractor performance on multi-package capital projects.
• Coordination of FATs, KOM/PIM and third-party inspection programmes.
• Experience with long-lead item risk, procurement schedule integration, and logistics.
• Knowledge of ISO 9001 and ISO 45001 as they apply to vendor management.
• Experience with procurement schedule and cash-flow tracking (VOWD).

Responsibilities

• Own procurement strategy and plan; integrate schedule and cost into project baseline.
• Run vendor prequalification, tendering, bid evaluation, and contract placement.
• Manage performance of vendors, suppliers and subcontractors; expediting and claims mitigation.
• Coordinate FATs, KOM/PIM and third-party inspections with Quality Manager.
• Oversee logistics, freight, customs clearance and delivery to site.
• Ensure vendor deliverables meet handover requirements.
• Track commitments and cash flow with Project Controls Engineer; report progress monthly.
