• Oversee logistics, freight forwarding, customs clearance and delivery to site.
• Ensure vendor deliverables meet information and handover requirements.
• Track commitments, VOWD and cash flow with the Project Controls Engineer, and report procurement progress monthly.

Job Title – Procurement Manager – Polymer Facility Projects (Oman)

Location – Muscat, Sultanate of Oman (with travel to vendor, fabrication and site locations as required)

Position Summary

This role sits on a Design, Build, Operate, Transfer (DBOT) polymer injection facility programme for a major Oman national oil company. The scope runs from concept and FEED through detailed design, procurement, construction and commissioning, into the Initial Operation Period and steady-state Operate phase, and ultimately to Transfer to the client. Much of the work is executed on or adjacent to live producing fields, so interface management, brownfield tie-in planning and close coordination with the client's Operations, Engineering and HSE functions run through everything we do. Detailed design and physical construction are delivered through an EPC partner under our technical direction; Polymer Experts Oman remains fully accountable to the client for the outcome.

We are looking for a Procurement Manager to lead procurement for our DBOT polymer injection facility projects for the client — vendor prequalification, tendering, bid evaluation, purchase order placement, expediting, inspection coordination, logistics and delivery to site, from Detail Design through Handover. All roles on this programme are offered on an expatriate package, single status, based in the Sultanate of Oman.

Key Responsibilities

• Own the procurement strategy and plan, and integrate the procurement schedule and cost commitments into the project baseline.
• Run vendor prequalification, tendering, technical and commercial bid evaluation, and contract placement across all equipment and material packages.
• Manage vendor, supplier and subcontractor performance through expediting, escalation and claims and dispute mitigation.
• Manage long-lead item risk and protect the construction schedule through planning rather than expediting.
• Coordinate Factory Acceptance Tests, Kick-Off and Pre-Inspection Meetings, and Third-Party Inspection programmes with the Quality Manager.
• Ensure procured equipment is correctly specified and documented for integration with the client's existing production, injection and utility infrastructure.
• Own logistics, freight forwarding, customs clearance and delivery to site, including hazardous and oversized cargo.
• Ensure vendor deliverables — Manufacturer's Record Books, data sheets, O&M manuals — meet the client's information and handover requirements.
• Track commitments, VOWD and cash flow with the Project Controls Engineer, and report procurement progress monthly.

Qualifications

• Degree qualified with 15+ years' relevant experience, having led a team of procurement officers through at least three similar oil and gas projects.
• Proven management of vendor and subcontractor performance on multi-package capital projects — prequalification, bid evaluation, expediting and claims mitigation.
• Demonstrated coordination of FATs, KOM/PIM and third-party inspection programmes with a project quality function.
• Experience managing long-lead item risk, procurement schedule integration, and logistics and customs clearance for oil and gas capital equipment.
• Working knowledge of ISO 9001 and ISO 45001 as they apply to vendor management.
• Experience with procurement schedule and commitment / cash flow tracking (VOWD).

Preferred Qualifications

• Polymer flooding, EOR or produced water / injection facility procurement experience, ideally under a DBOT or Lease/Operate structure.
• Prior procurement for or with an Oman or GCC national oil company, and familiarity with the Omani vendor base, TPIA panels, In-Country Value requirements and the customs environment.
• Arabic language skills, for working with local vendors, freight forwarders and regulatory bodies.
