Job summary

Oman Investment Authority is recruiting a Senior Head of Human Capital to lead the HR framework at Muscat Stock Exchange. You will oversee workforce planning, recruitment, performance, compensation, payroll, L&D, talent management, and employee relations to support the Exchange's strategic objectives.

The role requires strong leadership, deep knowledge of Labour Law, and the ability to drive data-driven HR decisions while fostering an inclusive and engaging workplace culture in Muscat.

Qualifications

  • A Bachelor's degree in HR, Business, Public Admin, or related fields is required.
  • Master's degree preferred with 8+ years experience in Human Capital roles.
  • Knowledge of Labour Law and regulatory compliance is essential.

Job Purpose

To lead and develop the Human Capital framework at Muscat Stock Exchange by overseeing the implementation of all workforce planning recruitment and selection performance management compensation and benefits payroll administration learning and development talent management and succession planning employee relations internal communication and employee experience functions The role ensures the availability of the talent and capabilities required to achieve the Exchange s strategic objectives and business continuity The position also aims to foster a positive fair inclusive and engaging work environment promote a culture of performance accountability and continuous learning ensure the efficient and transparent implementation of Human Capital policies and procedures and maintain compliance with the Omani Labour Law and all applicable regulations legislation and governance requirements.

Duties and Responsibilities
  1. Oversee all Human Capital operations related to workforce planning recruitment and selection performance management compensation and benefits payroll learning and development talent management and succession planning employee relations and internal communication
  2. Supervise the attraction and selection of qualified candidates based on organizational workforce requirements through structured and professional assessment and interview processes
  3. Oversee recruitment procedures probationary periods onboarding programs training and support for newly hired employees
  4. Supervise compensation and benefits programs and develop initiatives that enhance employee satisfaction and improve performance
  5. Oversee the performance management framework and key performance indicators KPIs for all organizational departments and Exchange employees
  6. Develop and implement succession planning programs for leadership and critical positions to ensure business continuity
  7. Identify develop and retain high-potential talent to build a high-performing workforce
  8. Utilize data analytics and workforce insights to support Human Capital decision-making and improve HR practices
  9. Ensure full compliance with Labour Law Oman Investment Authority policies and all applicable laws and regulations
  10. Promote a positive and inclusive work environment ensuring fairness equal opportunity diversity and inclusion
  11. Develop maintain and periodically update Human Capital policies in alignment with corporate values legislation and best practices
  12. Oversee payroll rewards and benefits administration and ensure timely processing
  13. Maintain payroll records ensure the accuracy of statutory deductions and manage deductions related to the Social Protection Fund
  14. Oversee employee records management and the implementation of internal communications official circulars and corporate announcements
  15. Supervise attendance management leave administration and working time records in accordance with approved policies
  16. Address employee inquiries and direct them to appropriate resources or departments
  17. Oversee internal communication initiatives and support organizational culture and employee engagement programs
  18. Conduct periodic performance evaluations and provide constructive feedback to employees
  19. Identify training and development needs and organize appropriate learning and development initiatives
  20. Address performance deficiencies and implement corrective actions when required
  21. Recognize outstanding performance and contribute to incentive and reward programs
  22. Conduct employee satisfaction surveys and listening sessions to monitor workplace climate and address feedback
  23. Promote a culture of open communication employee engagement mental well-being and motivation
  24. Manage employee grievances complaints and workplace disputes through fair confidential and transparent processes
  25. Conduct internal investigations related to employee relations matters and behavioral misconduct
  26. Ensure disciplinary actions are implemented in accordance with approved policies and Labour Law requirements
  27. Maintain confidentiality and protect employee rights throughout grievance and disciplinary procedures
  28. Oversee employee travel services including visa and residency-related processes when required
  29. Prepare the annual Human Capital Department budget and monitor its implementation in accordance with approved procedures
  30. Ensure continuous compliance with all legal and regulatory requirements related to Human Capital management
  31. Escalate Human Capital-related risks and incidents to the Risk and Compliance Department and recommend corrective actions
  32. Submit required reports and data to the Oman Investment Authority and regulatory authorities within established deadlines
  33. Respond to internal and external audit requirements and implement corrective actions arising from audit recommendations
  34. Develop and update departmental procedures and ensure alignment with the approved Delegation of Authority Matrix
  35. Support the procurement and management of Human Capital service providers and monitor related service contracts
  36. Collaborate with the Employee Affairs Committee on matters assigned to the committee
  37. Participate in the preparation and implementation of business continuity plans related to Human Capital functions
  38. Oversee the documentation and archiving of departmental meetings correspondence and official records
  39. Continuously improve and streamline Human Capital processes to enhance operational efficiency and employee experience
  40. Supervise and direct the work of all departments reporting to the Human Capital Directorate
  41. Perform any other duties assigned by senior management
Required Educational Qualifications

Bachelor's Degree in Human Resources Management, Business Administration, Public Administration, Industrial Psychology, Organizational Development, or related disciplines. Master's Degree in a relevant field is preferred.

Master's Degree: Minimum 8 years of relevant experience. Bachelor's Degree: Minimum 10 years of relevant experience.

Required Knowledge

Knowledge of approved operational plans and departmental responsibilities. Knowledge of all laws, regulations, policies, procedures, and manuals related to the sector, Exchange, and department activities. Knowledge of all policies and procedures applicable to the Human Capital Directorate. Strong understanding of the department's primary and supporting functions. Familiarity with corporate and specialized systems utilized within the Exchange. Understanding of risks associated with Human Capital functions and operations.

Manage the full employee lifecycle, including workforce planning, recruitment, performance management, talent management, learning and development, compensation and benefits, and employee relations. Apply Labour Law, regulations, policies, Delegation of Authority requirements, risk management principles, audit requirements, and regulator expectations. Lead organizational transformation initiatives, process improvement programs, cultural development efforts, and employee experience, diversity, and inclusion strategies. Skills Leadership, workforce management, strategic planning, project management, prioritization, budgeting, and vendor management. Expertise in workforce planning, recruitment, performance management, succession planning, learning and development, compensation and benefits, and employee relations. Excellent communication, executive reporting, presentation, negotiation, influencing, coaching, and sensitive conversation management skills. Strong capabilities in policy and procedure management, risk management, investigations, grievance handling, conflict resolution, confidentiality, accuracy, and fairness.
