Job summary

Community Living seeks an experienced Service Manager to lead the Regional Intellectual Disability Supported Accommodation Service (RIDSAS) in New Zealand. You will guide teams delivering specialist support to individuals with complex needs, ensuring safety, quality, and rights-based practice while aligning with Nou Te Mana principles.

You will partner with the Care Manager to drive workforce planning, performance management, and service outcomes, fostering a culture of continuous improvement

We're looking for an experienced Service Manager to join our Regional Intellectual Disability Supported Accommodation Service (RIDSAS), leading teams that provide specialist support to people with intellectual disabilities who are subject to compulsory care and rehabilitation orders. This is a highly rewarding leadership role where you will directly influence positive outcomes for both the people we support and the teams that walk alongside them every day.

About Us

Community Living Limited is a leading provider of support for people with intellectual disabilities living in the community. We take a person‑centred approach and work alongside individuals, whānau, and communities to maximise independence, dignity, and quality of life. RIDSAS is a specialist, legally mandated service providing intensive support, care, and rehabilitation for people with intellectual disabilities who have complex forensic, behavioural, or statutory needs. People supported by RIDSAS are subject to the Intellectual Disability (Compulsory Care and Rehabilitation) Act 2003 and live in our secure and supervised homes, where they receive specialist support within a structured and safe environment.

About the Role

Working alongside the Care Manager, you will lead the operational delivery of RIDSAS services, providing leadership, guidance, and support to teams working alongside the people we support to build skills, develop positive relationships, manage risk, and work towards meaningful life outcomes and greater independence.

You will oversee workforce planning, performance management, service quality, risk management, and operational outcomes, while ensuring services are delivered safely, effectively, and in accordance with legislative and contractual requirements.

This role requires a confident and capable leader who comfortable working within a specialist environment where safety, accountability, professional boundaries, risk management, and relationship‑based practice are critical to successful outcomes.

Key Responsibilities
  • Lead, coach, and develop teams to deliver high‑quality person‑centred support.

  • Manage recruitment, performance, workforce planning, and staff development.

  • Ensure compliance with quality standards, legislation, and contractual requirements.

  • Partner with the Care Manager to support positive rehabilitation and wellbeing outcomes.

  • Lead risk management, incident response, and health and safety practices.

  • Develop strong relationships with whānau, health professionals, statutory agencies, and sector partners.

  • Monitor budgets, staffing levels, and service performance measures.

  • Participate in the on-call leadership roster.

  • Champion the rights, aspirations, and wellbeing of the people we support.

What You'll Bring
  • Proven experience leading and managing teams in disability, mental health, health, rehabilitation, corrections, youth justice, or a related sector.

  • Demonstrated ability to lead in complex and high‑risk environments.

  • Strong coaching, mentoring, and people leadership skills.

  • Excellent communication and relationship‑building abilities.

  • Experience managing resources, budgets, and service delivery.

  • Strong decision‑making and problem‑solving skills.

  • The ability to remain calm, professional, and effective during challenging situations.

  • A commitment to person‑centred and rights‑based practice.

  • Full New Zealand Driver Licence.

  • Ability to meet comprehensive Police and Oranga Tamariki vetting requirements.

Highly Desirable
  • Experience working with people with complex behavioural, forensic, or statutory needs.

  • Experience leading residential or specialist support services.

  • Tertiary qualification in Health, Social Services, Management, Psychology, Nursing, or a related field.
