Position Overview

The Corporate Services - HR Systems team acts as a trusted advisor to Singapore public healthcare clusters in driving workplace transformation and enhancing employee experiences through technology innovation, digitalization, process optimization, and enterprise HR solutions.

The Senior Business Analyst / Asst. Capability Lead is responsible for leading the functional, technical, and strategic delivery of HR Enterprise Applications across SAP Payroll (ECC/S/4HANA), Learning & Training Systems, SAP Integration Platforms (CPI/BTP), and SAP Custom Applications. The role serves as a subject matter expert and trusted advisor to business stakeholders, providing leadership across solution design, business process transformation, application support, system enhancements, integrations, testing, release management, and vendor governance.

The incumbent will collaborate closely with healthcare clusters, cluster IT offices, Synapxe capability teams, vendors, and System Integrators (SIs) to ensure operational excellence, solution scalability, regulatory compliance, and successful implementation of strategic HR technology initiatives.

Role & Responsibilities

Business Analysis & Solution Leadership

• Act as the functional lead and subject matter expert for SAP Payroll solutions.
• Lead business requirements gathering, process reviews, gap analysis, and solution design workshops.
• Translate business requirements into functional specifications, process flows, and solution recommendations.
• Advise stakeholders on payroll process optimization and digital transformation opportunities.
• Drive solution design reviews and ensure alignment with enterprise architecture and governance standards.

Payroll Systems Management

• Support SAP ECC Payroll and/or SAP S/4HANA Payroll applications.
• Lead payroll enhancement, upgrade, migration, and transformation initiatives.
• Review payroll schemas, wage types, calculations, interfaces, and reporting requirements.
• Ensure compliance with statutory, audit, and regulatory requirements.
• Support payroll reconciliation, data validation, and operational excellence initiatives.

Project Delivery & Vendor Management

• Lead end-to-end project delivery including requirements, design, testing, deployment, and post-go-live support.
• Manage vendors, implementation partners, and support teams.
• Monitor project risks, issues, budgets, timelines, and deliverables.
• Drive governance, change management, and release management activities.

Quality Assurance & Governance

• Lead SIT, UAT, regression testing, and production validation activities.
• Conduct root cause analysis for production incidents.
• Ensure compliance with IT governance, audit, security, and risk management requirements.

Requirements

Education & Experience

• Bachelor's Degree in Computer Science, Information Technology, Business, Engineering, or related discipline.
• Minimum 8 to 10 years of experience in SAP Payroll implementation, support, and enhancement projects.
• Experience in multiple full project lifecycles from requirements gathering through go-live and support.

Technical Competencies

• Strong expertise in SAP ECC Payroll and/or SAP S/4HANA Payroll.
• Knowledge of Singapore Payroll, payroll schemas, wage types, payroll processing, and integration architecture.
• Experience with SAP BTP, CPI, and payroll-related integrations.
• Strong understanding of Agile, Waterfall, and SDLC methodologies.

Preferred Qualifications

• Payroll migration experience from SAP ECC to SAP S/4HANA.
• SAP Payroll certification.
• Healthcare or public sector experience is advantageous
