WIKICAREER SDN. BHD. in Malaysia seeks a strategic Talent Acquisition Manager to lead end-to-end hiring and partner with senior leadership to drive workforce planning.
You will build proactive pipelines, conduct market mapping, and define TA KPIs while overseeing interviews, offers, and onboarding. 5–8 years of TA experience and at least 2 years in a management role are required.
We are looking for a strategic and hands-on Talent Acquisition Manager to lead our end-to-end hiring function. You will partner closely with department heads and senior leadership to understand workforce needs, drive a proactive talent pipeline, and continuously elevate the candidate and hiring manager experience. What You’ll Do
Develop and implement the company’s talent acquisition strategy in alignment with business growth plans, headcount budgets, and workforce planning requirements
Partner with the HR leadership and department heads to understand hiring priorities, role requirements, and team structures across the organisation
Build a proactive talent pipeline for critical and recurring roles, reducing time-to-fill through advance candidate engagement and talent pooling
Conduct regular talent market mapping and competitor benchmarking to ensure the company’s hiring approach remains competitive and effective
Define and track TA KPIs including time-to-hire, cost-per-hire, offer acceptance rate, source effectiveness, and quality of hire; present insights and recommendations to management
End-to-End Recruitment Execution
Manage the full recruitment lifecycle from job briefing, job posting, and candidate sourcing through to interview coordination, offer management, and onboarding handover
Source candidates across multiple channels including job portals (JobStreet, LinkedIn, Indeed), social media, employee referrals, headhunting, and talent communities
Screen and assess candidates through structured CV reviews, phone screens, and competency-based interviews; provide well-reasoned shortlists to hiring managers
Facilitate and coordinate interview processes including panel interviews, assessments, and case studies; ensure a structured and consistent evaluation approach
Manage the offer process end-to-end including offer negotiation, reference checks, and pre-employment documentation; ensure a smooth transition from offer acceptance to Day 1
Handle volume hiring campaigns and specialist searches concurrently, maintaining quality and candidate experience across all open roles
Serve as a trusted TA partner to hiring managers across all business units, providing guidance on role scoping, interview techniques, assessment frameworks, and market expectations
Conduct thorough job briefings with hiring managers at the start of each search to align on requirements, candidate profiles, timelines, and evaluation criteria
Provide regular search updates to stakeholders, managing expectations proactively and escalating challenges early
Coach and train hiring managers on structured interviewing, unconscious bias awareness, and fair selection practices
Employer Branding & Candidate Experience
Champion the company’s employer brand across all hiring touchpoints — from job advertisements and social media presence to interview experience and offer communication
Craft compelling, clear, and inclusive job descriptions that accurately reflect the role and attract the right calibre of candidates
Ensure every candidate receives a timely, professional, and respectful experience throughout the hiring process, regardless of outcome
Collaborate with the marketing and HR teams on employer branding content including career page updates, employee stories, and social media hiring campaigns
Gather and act on candidate feedback to continuously improve the recruitment process and employer perception
Team Leadership & TA Operations
Lead, mentor, and manage the TA team (recruiters and TA coordinators), setting clear priorities, performance expectations, and development goals
Oversee and optimise the use of the applicant tracking system (ATS), ensuring data hygiene, process compliance, and meaningful reporting
Manage relationships with external recruitment agencies, job platforms, and assessment tool providers; negotiate contracts and monitor vendor performance
Drive continuous improvement of TA processes, tools, and workflows to improve efficiency, consistency, and candidate quality
Ensure all hiring practices comply with Malaysian employment legislation, equal opportunity principles, and internal HR policies
Partner with HR operations to ensure a seamless pre-boarding and onboarding experience for all new hires, bridging the gap between offer acceptance and the first 90 days
Track new hire retention and early attrition; work with HR and line managers to address root causes and improve onboarding effectiveness
What We’re Looking For
Qualifications
Bachelor’s Degree in Human Resources, Business Administration, Psychology, or a related field
Professional HR certification (SHRM, CIPD, or equivalent) is an advantage
Experience
Minimum 5 to 8 years of talent acquisition experience, with at least 2 years in a managerial or team lead capacity overseeing a TA function
Proven track record of managing full-cycle recruitment across multiple functions and seniority levels, including professional, managerial, and leadership roles
Experience building or scaling a TA function, including implementing ATS systems, defining SLAs, and developing interview frameworks
Exposure to employer branding, campus hiring, or volume recruitment campaigns is a plus
