Job Summary:
We are seeking a Site Safety Officer (SSO) to implement and manage comprehensive workplace Health, Safety, and Environment (EHS) programs at our construction and engineering project sites, with a focus on semiconductor and M&E environments.
The role requires strong knowledge of Malaysian statutory requirements (OSHA 1994, FMA 1967, DOSH, CIDB) and the ability to enforce compliance across all stakeholders. The ideal candidate must hold a Malaysia-recognized safety qualification, specifically the Site Safety Supervisor (SSS) - Yellow Book issued by DOSH, and have hands-on experience working on semiconductor or cleanroom construction project sites.
What You'll Be Doing:
EHS Management & Compliance
- Implement and enforce EHS policies, safety management systems, and safe work procedures across active construction and semiconductor project sites
- Prepare safety-related documents including Safe Work Method Statements (SWMS), Emergency Response Plans, HIRARC, and other statutory submissions
- Ensure full compliance with OSHA 1994, Factories and Machinery Act 1967, USECHH 2000, DOSH, CIDB regulations, and client-specific safety standards
- Promote a strong safety culture and enforce consistent execution of site safety regulations among all site personnel and contractors
Training, Awareness & PPE Control
- Conduct EHS training, toolbox talks, safety briefings, and safety inductions for new and existing site workers
- Lead safety promotion activities and ensure PPE is properly issued, utilised, and documented at all times
- Maintain up-to-date training records, PPE distribution logs, and individual employee safety files
Site Inspections & Safety Patrols
- Conduct daily site safety patrols on active construction and semiconductor project sites, identify hazards, intervene on unsafe acts, and ensure prompt corrective action
- Issue Safety Rectification Notices for identified major hazards and monitor timely close-out
- Participate in safety audits, fire drills, emergency response exercises, and contractor coordination meetings
Documentation & Reporting
- Maintain complete and accurate EHS documentation including:
- Daily safety logs and safety diaries
- Weekly and monthly safety reports
- HIRARC and Job Hazard Analysis (JHA) records
- Incident and accident investigation reports
- Assist in preparing compliance reports for clients, management, DOSH, and CIDB
Stakeholder Coordination
- Coordinate with clients, main contractors, and subcontractors on all site safety requirements and protocols
- Assist subcontractors in applying for work permits and ensuring strict adherence to the Permit-to-Work (PTW) system
- Participate in safety coordination meetings and support project teams in construction-phase safety planning
Emergency Preparedness & Incident Response
- Develop and maintain targeted emergency response plans; conduct periodic drills including fire, evacuation, and rescue simulations
- Respond promptly to on-site incidents and assist in accident investigations, root cause analysis, and the implementation of corrective and preventive actions
Other Duties
- Perform any additional EHS-related tasks as assigned by management
- Support continuous improvement initiatives to elevate site safety performance and culture
What We're Looking For:
- Minimum 2-4 years of hands-on site safety experience in construction, M&E, or semiconductor/cleanroom project environments; experience on semiconductor fab or cleanroom construction sites is strongly preferred
- Must hold a Malaysia-recognized safety qualification - Site Safety Supervisor (SSS) - Yellow Book issued by DOSH is mandatory
- Diploma or Degree in Occupational Safety & Health, Environmental Health, Engineering, or a related field
- Strong working knowledge of Malaysian safety regulations including OSHA 1994, FMA 1967, USECHH 2000, risk assessment methodologies, hazard identification, and emergency response procedures
- Proven hands-on experience in site safety patrols, hazard identification, PTW management, and corrective action implementation on live construction sites
- Familiarity with semiconductor or cleanroom construction site protocols, including cleanroom safety standards, chemical handling, and high-purity system installation safety, is an added advantage
- Proficient in Mandarin, English, and Bahasa Malaysia — Mandarin is essential for communication with China HQ
- Proactive, responsible, detail-oriented, and capable of working independently on-site with minimal supervision
- Willing to travel and be stationed at project sites across Malaysia based on operational requirements
