Job summary

Jora Malaysia is seeking a Site Safety Supervisor to oversee day-to-day occupational safety on a project site in Malaysia. You will enforce safety regulations, conduct inspections and manage permits for high-risk activities, while ensuring compliance with DOSH standards and project safety plans.

The role requires a DOSH-registered SSS or eligibility, a CIDB Green Card, and a Diploma or Degree in OSH or related field.

Qualifications

  • Registered or certified Site Safety Supervisor (SSS) with the Department of Occupational Safety and Health (DOSH).
  • Valid CIDB Construction Personnel Card (Green Card).
  • Medically fit and able to be stationed full time at the project site, including work at height and outdoor conditions.
  • Diploma or Degree in Occupational Safety and Health, engineering, building or a related field.
  • Minimum 1–2 years of experience on a construction site in a supervisory or safety role.
  • Basic knowledge of OSHA 1994 and general site safety practice.
  • Basic computer literacy: MS Word, Excel and email; able to prepare simple reports and photos.
  • Clear Bahasa Malaysia communication; basic English an advantage.
  • Own transport and valid driving licence.
  • Firm, disciplined and assertive in enforcing safety requirements.

Responsibilities

  • Act as the appointed and DOSH-registered Site Safety Supervisor for the project and maintain valid registration.
  • Conduct daily site safety inspections and walkabouts; record findings, issue non-conformance notices, and follow up until closure.
  • Ensure works follow approved method statements, HIRARC and project Safety & Health Plan.
  • Administer the permit-to-work system for high-risk activities — work at height, hot works, confined space entry, lifting operations, excavation and energized works.
  • Stop any unsafe act, unsafe condition or non-compliant work activity and elevate to the Project Manager.
  • Enforce site safety rules, PPE compliance, site discipline and housekeeping standards among personnel and visitors.
  • Verify plant, machinery and lifting equipment have valid certificates (PMA/PMT), competent operators and inspection records.
  • Conduct daily toolbox talks, pre-work briefings and safety inductions for all new workers and visitors.
  • Address accidents and near misses; secure the scene, arrange first aid and investigate.
  • Maintain complete safety records: checklists, registers, training and induction records, equipment certificates and chemical register.

The Site Safety Supervisor (SSS) is responsible for supervising and enforcing day-to-day occupational safety and health compliance at the project site. The role ensures that construction activities are carried out in accordance with the Occupational Safety and Health Act 1994, the Occupational Safety and Health (Construction Work) (Design and Management) Regulations 2024, the Factories and Machinery (BOWEC) Regulations 1986 and all other applicable statutory requirements, and supports the Project Manager and Safety & Health Officer in maintaining a safe, healthy and incident-free working environment for all site personnel, contractors and visitors.

Key responsibilities

Act as the appointed and DOSH-registered Site Safety Supervisor for the project and maintain valid registration throughout the period of appointment.

Conduct daily site safety inspections and walkabouts; record findings, issue non-conformance and corrective action notices, and follow up until each item is closed out.

Ensure all works are carried out in accordance with approved method statements, HIRARC (Hazard Identification, Risk Assessment and Risk Control) and the project Safety & Health Plan.

Administer the permit-to-work system for high-risk activities — work at height, hot works, confined space entry, lifting operations, excavation and energized works.

Stop any unsafe act, unsafe condition or non-compliant work activity and elevate immediately to the Project Manager.

Enforce site safety rules, PPE compliance, site discipline and housekeeping standards among employees, contractors, subcontractors and visitors.

Verify that plant, machinery and lifting equipment on site are fitted with valid certificates of fitness (PMA/PMT), competent operators and inspection records before use.

Conduct daily toolbox talks, pre-work briefings and safety induction for all new workers, contractors and site visitors.

Attend to all accidents, incidents, dangerous occurrences and near misses; secure the scene, arrange first aid or medical attention and carry out preliminary investigation.

Maintain complete and up-to-date safety records — inspection checklists, safety inspection register, training and induction records, machinery registration, scaffold and lifting gear certificates, and the chemical register with Safety Data Sheets.

About you

Registered or certified Site Safety Supervisor (SSS) with the Department of Occupational Safety and Health (DOSH), or eligible to register under one of the recognized DOSH entry routes and able to complete registration within an agreed period from date of hire.

Valid CIDB Construction Personnel Card (Green Card).

Medically fit and able to be stationed full time at the project site, including work at height and in outdoor conditions.

Diploma or Degree in Occupational Safety and Health, engineering, building or a related field.

Minimum 1 to 2 years of working experience on a construction site in a supervisory, foreman or safety-related capacity.

Basic working knowledge of OSHA 1994 and general construction site safety practice.

Basic computer literacy — MS Word, Excel and e-mail; able to prepare simple reports and photographic records.

Able to communicate instructions clearly in Bahasa Malaysia; basic English an advantage.

Possess own transport and a valid driving licence.

Firm, disciplined and assertive in enforcing safety requirements, while maintaining good working relationships on site.
