Job summary

Responsibilities

• Take ownership of end-to-end procurement for TM customer-related projects.
• Develop understanding of TM project operating models, procurement procedures, and delivery standards.
• Liaise with project teams and stakeholders to understand procurement requirements and ensure timely execution.
• Monitor procurement progress and proactively resolve issues throughout the project lifecycle.
• Ensure procurement activities support project schedules, quality requirements, and delivery milestones.
• Maintain and expand a pool of TM project-related subcontractors, suppliers, and service providers.
• Identify, evaluate, screen, and onboard new suppliers and subcontractors.
• Assess supplier capabilities, pricing, service quality, capacity, compliance, and delivery performance.
• Manage daily procurement activities: RFQ, inquiries, quotation comparison, evaluation, negotiation, supplier selection, contracts, follow-up and delivery tracking.
• Establish and maintain strong relationships with subcontractors and suppliers.

Job description

We are seeking an experienced Senior Procurement Specialist to manage and coordinate the end-to-end procurement activities for TM customer-related projects. This role will serve as a key liaison between project teams, customers, subcontractors, and suppliers, ensuring procurement activities are executed efficiently, cost-effectively, and in line with project requirements and delivery standards.

Key responsibilities

Take ownership of the end-to-end procurement process for TM customer-related projects.

Develop a strong understanding of TM project operating models, procurement procedures, cooperation processes, and delivery standards.

Liaise closely with project teams and relevant stakeholders to understand procurement requirements and ensure timely execution.

Monitor procurement progress throughout the project lifecycle and proactively identify and resolve potential issues.

Ensure procurement activities support project schedules, quality requirements, and delivery milestones.

Maintain and continuously expand a strong pool of TM project-related subcontractors, suppliers, and service providers.

Independently identify, develop, evaluate, screen, and onboard new suppliers and subcontractors.

Assess supplier capabilities, pricing competitiveness, service quality, capacity, compliance, and delivery performance.

Manage daily procurement activities, including RFQ, supplier inquiry, quotation comparison and evaluation, commercial negotiation, supplier selection, purchase/subcontracting arrangements, contract drafting and coordination, and procurement follow-up and delivery tracking.

Establish and maintain strong, professional relationships with existing subcontractors and suppliers.

Requirement

Diploma or Bachelor's Degree in Procurement, Supply Chain Management, Business Administration, Engineering, or a related field.

Relevant experience in project procurement, subcontractor management, sourcing, or supply chain management.

Strong understanding of project procurement processes, subcontracting, supplier management, and commercial negotiations.

Good communication, coordination, negotiation, and problem-solving skills.

Willingness to undertake short-term business travel and on-site assignments as required by project schedules.
