Jora Malaysia, Bayan Lepas, is seeking a Senior HR & Administrative Executive to lead day-to-day HR and administrative operations, shaping policies, workforce planning, and talent acquisition leadership across the Group.

You will partner with managers, conduct interviews, assess candidate fit, stay aware of market rates, ensure payroll accuracy, and drive employee engagement while upholding compliance with Malaysian laws and company policies.

Responsibilities

  • Lead and manage the full talent acquisition process across the Group, including sourcing, screening, interviewing, and selection recommendations.
  • Design, implement, and improve HR policies, procedures, and best practices for governance and culture across the Group.
  • Act as trusted advisor to employees and managers, addressing needs and concerns with care and discretion.
  • Support performance management processes, KPI setting, and training roadmaps for growth.
  • Coordinate payroll processing and HRIS administration with Finance and external providers.
  • Ensure compliance with Malaysian labour laws (EPF, SOCSO, EIS, PCB/MTD) and statutory requirements across the Group.
  • Oversee HRIS data accuracy, leave records, and HR reports for management review.
  • Maintain accurate employee documentation and support disciplinary processes with fairness.

The Senior HR & Administrative Executive plays a pivotal role in shaping and driving the human capital and administrative functions with professionalism and leadership across the company and its group of companies and affiliated entities (the “Group”). This position is responsible for managing day-to-day HR and administrative operations while contributing strategically to organisational growth through policy development, workforce planning, talent acquisition leadership, workplace improvement initiatives, government engagement, and resource management. The role requires a proactive individual who can lead talent acquisition, participate effectively in interviews, assess candidate suitability, understand market rates and talent strategies, work closely with managers, demonstrate genuine care for employees, handle compliance and payroll accurately, and ensures the Group remains compliant, competitive, and employee-centric. The successful candidate must demonstrate strong judgment in candidate selection, market awareness, people care, and the ability to influence managers while upholding high professional standards.

Key Responsibilities:
1. Talent Acquisition Leadership & Candidate Assessment
  • Lead and manage the full talent acquisition process across the Group, including sourcing, screening, interviewing, and selection recommendations.
  • Participate actively in interviews, ask targeted and relevant questions, and assess candidates for both technical competence and organisational fit.
  • Work closely with hiring managers to understand role requirements, evaluate candidates, and provide clear recommendations on suitability.
  • Understand market salary rates, talent market trends, and competitive strategies, and recommend suitable approaches that fit the company’s stage, industry, and compensation philosophy.
  • Review, analyse, suggest, and continuously improve the hiring process (including resume sourcing methods, screening, interview structure, and selection flow).
  • Build and maintain talent pipelines, including internship programmes aligned with university and college academic calendars.
  • Serve as the main point of contact with universities and colleges to organise career talks, adjunct lectures, and other talent engagement activities, and to attend related events.
  • Strengthen employer branding through university relationships, career fairs, and industry engagement.
2. Strategic HR Support & Organisational Development
  • Design, implement, and improve HR policies, procedures, and best practices that strengthen governance, compliance, and organisational culture across the Group.
  • Review and enhance Job Descriptions (JDs) and roles in line with evolving business needs.
  • Support workforce planning, skills gap analysis, and succession planning.
  • Provide data-driven insights and recommendations on organisational structure, resource allocation, and workforce optimisation.
  • Initiate and support strategies to improve workplace culture, team performance, and employee engagement.
  • Support organisational change initiatives and contribute to building a strong company culture.
3. Manager Partnership, Employee Relations & Benefits
  • Act as a trusted advisor to employees and managers across the Group, taking time to understand employees’ needs, concerns, and aspirations.
  • Demonstrate genuine care for employees and strong interpersonal skills while maintaining clear professional boundaries.
  • Monitor and care for employee wellbeing, including issues arising from frequent outstation travel, workload, and fatigue, and recommend practical solutions.
  • Plan, review, and recommend employee benefits and well-being initiatives that are practical, competitive, and aligned with the company’s resources and culture.
  • Guide managers and employees on the appropriate channels for raising concerns and help distinguish work‑related from personal issues.
  • Influence team members and managers to cooperate and comply with company policies and processes.
  • Foster a positive, inclusive, and growth‑oriented workplace culture.
4. Performance Management & Training
  • Support the design and implementation of performance appraisal processes, KPI setting, and performance improvement plans (PIP).
  • Assist managers in conducting fair and constructive performance discussions.
  • Identify training needs and recommend suitable programmes, including free or government-sponsored initiatives.
  • Coordinate training roadmaps that support organisational and individual development.
  • Track and evaluate training effectiveness for continuous improvement.
5. HR Compliance, Contracts & Payroll
  • Determine the appropriate type of agreement to issue (Employment Agreement, Fixed‑Term Contract, Contract for Service, etc.) based on the nature of the engagement.
  • Draft, review, and maintain employment agreements and contracts in alignment with Malaysian labour laws and company policies.
  • Submit employment‑related agreements for LHDN stamping in accordance with current statutory requirements.
  • Ensure full compliance with Malaysian employment laws and statutory requirements (EPF, SOCSO, EIS, PCB/MTD) across the Group.
  • Oversee HRIS administration, including employee data accuracy, leave records, and payroll‑related updates.
  • Handle and coordinate payroll processing in collaboration with Finance and external payroll providers to ensure accurate and timely salary disbursement.
  • Verify HRIS subscription billing against active headcount.
  • Maintain accurate employee documentation and prepare HR reports and analytics for management review.
  • Support disciplinary processes, domestic inquiries, and grievance handling with proper documentation and fairness.
6. Administration & Resource Management
  • Understand the company’s operations and arrange work schedules, leave, and resource allocation accordingly to support business needs.
  • Provide HR and administrative support across the Group, ensuring consistency in policies and processes.
  • Support effective allocation and utilisation of company resources and assets.
  • Maintain accurate HR and administrative records in compliance with company policies and statutory requirements.
  • Handle general office administration, including correspondence, documentation, filing (physical and electronic), expense claims, payment vouchers, and official receipts as required.
  • Ensure smooth daily administrative operations and professional handling of internal and external communications.
7. Employee Lifecycle Management
  • Deliver a structured and professional onboarding experience that helps new employees integrate into the company’s culture and values.
  • Manage the offboarding process professionally, including exit interviews, clearance of company property, knowledge transfer, and preparation of final documentation.
  • Gather constructive feedback from exiting employees to support continuous organisational improvement.
8. External Engagement & Continuous Improvement
  • Represent the company professionally at career fairs, industry events, academic engagements, and government programmes.
  • Stay informed of relevant government initiatives and recommend participation where beneficial to the Group.
  • Continuously evaluate HR and administrative processes and propose improvements to enhance efficiency, compliance, and employee experience.
  • Provide management with useful HR insights, metrics, and recommendations to support strategic decision‑making.
Qualifications:

Bachelor’s Degree in Human Resources, Business Administration, Psychology, or a related field.

Skillsets:
  • Solid knowledge of Malaysian employment laws and statutory requirements (EPF, SOCSO, EIS, PCB, Employment Act).
  • Proven ability to lead recruitment end‑to‑end, conduct effective interviews, and assess organisational fit.
  • Good understanding of market salary rates and talent strategies.
  • Strong interpersonal skills, emotional maturity, and the ability to maintain professional boundaries.
  • Hands‑on experience with payroll coordination, HRIS, and employment contract administration (including LHDN stamping).
  • Ability to work closely with managers, influence cooperation, and handle sensitive employee matters with discretion.
  • Proactive, organised, detail‑oriented, and able to manage multiple priorities in a growing multi‑entity environment.
  • Good command of English and Bahasa Malaysia (spoken and written). Mandarin is an advantage.
