Job summary

Temokin Development Sdn Bhd in Malaysia is seeking a Senior Executive/Executive, Cost & Contract (Property Development) to manage commercial, cost and contractual aspects of projects from tender through final accounts.

You will collaborate with project teams, consultants, and contractors, drive cost planning, value engineering and procurement processes to optimise project value and protect business objectives.

Qualifications

• Bachelor’s Degree or Diploma in Quantity Surveying or related field.
• 2–5 years of relevant experience.
• Property development, QS consultancy, construction.
• Strong analytical, negotiation, communication and coordination skills.
• Proficient in Excel and cost management tools.

Senior Executive/Executive, Cost & Contract (Property Development)

Be at the heart of the numbers behind successful property development.

Join Temokin and play a key role in managing the commercial, cost and contractual aspects of our development projects — from tender and procurement through to contract administration, cost control and final accounts.

This is an opportunity for a commercially driven Quantity Surveying professional to work closely with Project Teams, Consultants, Contractors and Management, while gaining broad exposure across the full project lifecycle. Work closely with project and consultant teams on value engineering, cost optimisation and design changes to maximise project value.

KEY RESPONSIBILITIES

1. Cost Planning & Control

Assist in project cost planning, budgeting, cash flow forecasting and cost control.

Monitor project expenditure against approved budgets and highlight potential cost implications.

Prepare and maintain cost reports, cash flow forecasts and commercial reports for management review.

Support value engineering and cost optimisation initiatives throughout the project lifecycle.

Coordinate end-to-end tender exercises, including:

• i.Contractor pre-qualification
• ii.Tender calling
• iii.Tender clarification
• iv.Evaluation and commercial comparison
• vi.Recommendation and award

Review tender reports, commercial evaluations, cost comparisons and recommendations prepared by consultants.

Coordinate consultant appointments, including RFP, evaluation, interviews, recommendations and award.

Prepare management approval papers and Letters of Award (LOA) for contractors and consultants.

Ensure proper documentation and records are maintained throughout the tender and contract process.

3. Claims, Variations & Commercial Administration

Review contractors’ and consultants’ progress claims and attend site valuations where required.

Prepare payment recommendations for management approval.

Review and assess Variation Orders (VO), contractual claims and cost implications arising from design or scope changes.

Monitor changes against the approved project budget and provide timely commercial input.

Support contract administration through to final accounts.

4. Procurement & Commercial Coordination

Support procurement activities for contractors, suppliers, materials and nominated packages.

Source quotations and prepare commercial comparisons.

Participate in commercial negotiations and support procurement recommendations.

Monitor procurement timelines and coordinate with relevant stakeholders to ensure timely delivery.

5. Stakeholder & Project Coordination

Work closely with Project Teams, Quantity Surveyors, consultants, contractors and suppliers on cost, contract, commercial and procurement matters.

Attend relevant tender, commercial, project and site meetings.

Follow up on outstanding commercial, contractual and procurement matters to ensure timely resolution.

Prepare reports and presentations for management review.

Maintain accurate and organised documentation for all cost, contract and procurement matters.

WHAT WE’RE LOOKING FOR

Education: Bachelor’s Degree or Diploma in Quantity Surveying or a related field.

Experience: 2–5 years of relevant experience, preferably in:

Property development

QS consultancy

Construction

Good knowledge of:

• i.Costing and cost control
• iii.Contract administration
• vi.Progress claims
• ix.Final accounts

Strong analytical, negotiation, communication and coordination skills.

Proficient in Microsoft Excel and relevant cost management tools.

Well organised, detail-oriented and commercially aware.

Able to work independently while collaborating effectively with project and cross-functional teams.

Comfortable managing multiple priorities and meeting project deadlines.
