The Quantity Surveyor will provide independent cost, quantity, contract and payment-governance support for retail store projects in Malaysia, from feasibility and budgeting through tendering, execution, variation control, handover and final account closure. Reporting to Country Finance, the role will safeguard approved CAPEX through accurate measurement, BOQ validation, market benchmarking, progress-payment review, change control, cost forecasting and complete commercial documentation, while coordinating closely with Projects, Procurement, consultants, contractors, mall management and Finance.
Job Description:
Cost planning, estimating and BOQ control:
- Prepare and validate preliminary estimates, detailed cost plans and project budgets using approved scope, drawings, specifications, recent project actuals, market trends and benchmark rates.
- Review Civil, interior fit-out and MEP BOQs for completeness, accurate quantity take-offs, clear specifications, separation of material and labour, and contingencies within approved limits.
- Validate lessor-lessee scope boundaries, site conditions and measurement assumptions to reduce omissions, duplication and avoidable variation claims.
Tendering and commercial evaluation:
- Support Finance and Central Indirect Procurement in preparing tender dockets, conducting joint site briefings, responding to technical-commercial queries and ensuring bids follow the prescribed BOQ format.
- Prepare like-for-like bid comparisons, identify abnormal or unbalanced rates, benchmark pricing, evaluate exclusions and qualifications, and provide documented commercial recommendations.
- Maintain independence and segregation of duties: provide analysis and validation without assuming authority for vendor selection, award, PO value determination or payment release.
Project cost control and variation management:
- Maintain project cost reports showing approved budget, commitments, certified costs, paid amounts, pending changes, forecast cost to complete and anticipated final cost.
- Measure and validate variations on technical and quantity grounds; check contractual entitlement, supporting drawings, site records, photographs and approvals before commercial evaluation.
- Maintain change-request and variation registers, quantify the impact of changes, benchmark new rates and ensure no work proceeds commercially without the required approval and PO/change order.
Measurement, payment certification and contract administration:
- Conduct or verify joint measurements for Civil, fit-out and MEP works, including concealed services before ceiling or wall closure, and reconcile measured quantities to approved drawings and BOQs.
- Review interim and final payment claims for quantity, quality evidence, approved rates, retention, previous payments, material reconciliation, back-charges, liquidated damages and supporting documentation.
- Support administration of contract terms, payment conditions, variations, claims, extensions of time and final accounts; flag commercial and contractual risks promptly.
Project closure, governance and stakeholder coordination:
- Verify final measurements, completed snag rectification, as-built information, authority and mall approvals, warranties, O&M manuals and closure documentation before final settlement.
- Prepare final account reconciliation and budget-versus-actual analysis, document reasons for variances and capture cost benchmarks and lessons learned for future projects.
- Maintain complete auditable records and coordinate professionally with Finance, Projects, CIP, consultants, contractors, mall representatives and external reviewers while upholding confidentiality, ethics and conflict-of-interest requirements.
