Esri Malaysia is seeking a proactive Proposal Consultant to develop proposals and tender responses for GIS opportunities, collaborating with business and technical teams to craft clear, client-focused solutions.

The role involves managing proposals, estimating effort, ensuring compliance, coordinating inputs, and maintaining content repositories; requires a 5–7 year background in proposal-related roles and bilingual English/Bahasa Malaysia communication.

Qualifications

• Bachelor’s degree in GIS/CS/IT/Software Engineering or related discipline.
• 5–7 years in proposal development, bid management, pre‑sales, consulting, or business development.
• Experience responding to RFPs, RFQs, tenders, and procurement processes.
• Strong proposal writing, editing, and document management skills; ability to explain technical concepts to non-technical audiences.
• Excellent written and verbal communication in English and Bahasa Malaysia.
• Proficiency in MS Word, Excel, PowerPoint, Visio; general IT/Network knowledge; GIS applications knowledge.
• Experience in smart city, digital twin, government, transportation, water or utility domain.

Responsibilities

The ideal candidate enjoys developing proposals, working with different teams, and turning complex solutions into clear and compelling content. You will be successful if you have:

• A bachelor’s degree in Geographical Information System/Computer Science/Information Technology/Software Engineering or a related discipline.
• Working experience of 5–7 years with experience in proposal development, bid management, pre‑sales, consulting, or business development roles
• Experience responding to RFPs, RFQs, tenders, and procurement processes.
• Strong proposal writing, editing, and document management skills with the ability to communicate technical concepts to non-technical audiences.
• Excellent written and verbal communication skills in both English and Bahasa Malaysia, with the ability to develop professional proposals, reports, presentations, and client-facing documentation.
• Strong proficiency in business writing, editing, and proofreading in both languages.
• Proficiency in the following areas:
• o Microsoft Word, Excel, PowerPoint, Visio
• o General IT/Network knowledge
• o GIS applications knowledge
• Experience in smart city, digital twin, government, transportation, water or utility domain.
