Job summary

ESRI Malaysia Sdn Bhd is seeking a proactive Proposal Consultant to develop proposals and tender responses for GIS opportunities. You will work with business and technical teams to create clear, client-focused solutions that meet business needs.

The role involves managing GIS-related proposals, reviewing estimates, collaborating with delivery teams to quantify effort, ensuring compliance and timely submissions, and coordinating inputs from cross-functional teams.

Qualifications

• Bachelor’s degree in GIS/CS/IT/SE or related field.
• 5–7 years in proposal development, bid management, pre-sales, consulting, or business development.
• Experience responding to RFPs, RFQs, tenders, and procurement processes.
• Strong writing, editing, and document management skills; ability to explain technical concepts to non-technical audiences.
• Excellent English and Bahasa Malaysia, written and spoken.

About the Role

A Proposal Consultant develops proposals and tender responses for GIS and geospatial opportunities. You will work with business and technical teams to create clear, client-focused solutions that meet business needs.

The key responsibilities include:

Manage and review GIS-related proposals, effort estimations, tenders, and bids.

Collaborate with technical delivery team to estimate the efforts.

Ensure proposal compliance, quality, and timely submission.

Coordinate inputs from cross-functional teams and partners.

Maintain proposal content, case studies, and resources repositories.

About You

We are looking for a proactive and detail-oriented Proposal Consultant to join our team. The ideal candidate enjoys developing proposals, working with different teams, and turning complex solutions into clear and compelling content. If you have strong communication skills, good attention to detail, and an interest in GIS and technology, we would love to hear from you!

You will be successful if you have:

A bachelor’s degree in Geographical Information System/Computer Science/Information Technology/Software Engineering or a related discipline.

Working experience of 5–7 years with experience in proposal development, bid management, pre-sales, consulting, or business development roles

Experience responding to RFPs, RFQs, tenders, and procurement processes.

Strong proposal writing, editing, and document management skills with the ability to communicate technical concepts to non-technical audiences.

Excellent written and verbal communication skills in both English and Bahasa Malaysia, with the ability to develop professional proposals, reports, presentations, and client-facing documentation.

Strong proficiency in business writing, editing, and proofreading in both languages.

Proficiency in the following areas:

o Microsoft Word, Excel, PowerPoint, Visio

o General IT/Network knowledge

o GIS applications knowledge

Experience in smart city, digital twin, government, transportation, water or utility domain.
