Job summary

NC Engineering & Metalwork in Malaysia is seeking a Quantity Surveyor to manage the day-to-day commercial function of assigned projects. You will handle measurement, valuation, cost control, and reporting, while negotiating rates for items not covered by the Schedule of Rates and preparing monthly progress and payment claims under the Security of Payment Act.

You will review contract documents, assess commercial risk, and support tender preparation with quantity take-offs and pricing input.

Qualifications

  • Diploma or Degree in Quantity Surveying, Building, Civil Engineering or Construction Management.
  • Minimum 5 years of post-contract quantity surveying experience with a main contractor.

Responsibilities

  • Manage the day-to-day commercial function of assigned projects: measurement, valuation, cost control and reporting.
  • Price and administer work orders under term contracts against the Schedule of Rates; build up and negotiate star rates for items not covered by the SOR
  • Carry out site measurement and joint measurement with client representatives, consultants and PSA or Town Council site staff
  • Prepare and submit monthly progress claims and payment claims under the Building and Construction Industry Security of Payment Act, with supporting measurement sheets and photographic records
  • Prepare, price and negotiate variation orders, maintaining a clear audit trail from instruction to certification
  • Source and evaluate subcontractors and suppliers; prepare comparison sheets, letters of award and subcontract documents
  • Certify subcontractor progress claims, verify site instructions and back-charges, and settle subcontractor final accounts
  • Monitor project costs against budget, prepare monthly cost reports, and flag cost overruns early
  • Prepare and agree final accounts with clients and subcontractors, including release of retention
  • Review contract documents, identify commercial risk, and advise the project team on entitlements, notices and time bars
  • Support tender preparation when required — quantity take-off, bills of quantities and pricing input

What we're looking for

Diploma or Degree in Quantity Surveying, Building, Civil Engineering or Construction Management

Minimum 5 years of post-contract quantity surveying experience with a main contractor, able to run a project's commercial function with minimal supervision

Working knowledge of the Security of Payment Act and Singapore forms of contract (PSSCOC, REDAS or client term contract conditions)

Confident reading drawings, specifications and contract documents, with strong take-off and measurement discipline

Advanced Microsoft Excel; competent with AutoCAD or a digital take-off tool (Bluebeam, CostX, Glodon or equivalent)

Strong negotiation skills — you will deal directly with subcontractors, suppliers and client representatives
