Job summary

One Belian Seed PLT seeks a capable project manager to oversee interior design/ retrofit works, tender processing, and post-award execution. You will take over tender documents, prepare quality plans, and coordinate with clients, suppliers and subcontractors to ensure project success.

You will lead planning, budgeting and progress reporting, ensuring compliance with company quality systems and contractual requirements.

Responsibilities

• Take over tender drawings, Bill of Quantities (BQ) and tender/contract requirements.
• Prepare Project Quality Plan within 30 days of award or PO date.
• Oversee project planning, budgeting, execution and closing; coordinate with Project Director.
• Obtain performance bonds and insurance through Finance & Procurement Department.
• Lead site coordination meetings to implement the project quality plan and contract requirements.
• Assist in preparing estimates and technical documents for tenders/pre-qualifications.
• Plan manpower, materials, equipment and other resources for implementation.

Job description

To undertake project interior design/retrofit works including rectification and servicing works

related to interior design/retrofit works and other services as appropriate.

To properly take over all tender drawings, Bill of Quantities (BQ), tender/contract

requirements, Letter of Award, Contract, Purchase Order, project pricing from Contracts

Department (CD) and conduct a kick off meeting before the start of the project.

To prepare the Project Quality Plan within 30 days from date of letter of award, contract or

purchase order acceptance date by MD.

To ensure proper pre-project planning, project implementation, post project and mobilization

and demobilization of manpower and equipment to site for project works.

To oversee the overall project activities throughout project planning, budgeting, execution and

closing. Work closely with Project Director.

To obtain performance bond and insurance through the Finance & Procurement Department

(FPD) for customer.

To liaise with customers, customer’s representative, authorities, Sub-Contractors and Suppliers

to ensure proper execution and quality of works.

To provide technical support to customer or customer’s representative.

To provide guidance to Suppliers and Sub-Contractors on Company’s quality management

system requirements, design and contract specific requirements.

To provide leadership and guidance to project team members through coordination meeting

for the implementation of the project quality plan and execution of the contract requirements.

To assist Contracts Manager (CM) in preparing estimates and technical documents for tenders

and pre-qualification submission on request.

To participate in respective tender/clarification committee meeting (if required) and propose

award of contract to Sub-Contractor and Supplier.

To plan manpower, materials, equipment and other resources required for implementation of

projects.

To set up, monitor and report project schedule, budget, estimate, costing and expenses.

To be accountable for ensuring that all project activities and action, upon being awarded and

its execution are triggered, followed through, complete within the time frame and within the

budget.

To monitor the performance of Suppliers and evaluate the performance of Sub-Contractors.

To monitor and acknowledge of the Sub-Contractor claims and invoices.

To ensure daily roll call of workers at project site and prepare daily reports together with the

To control all incoming and outgoing customer supplied materials.

To provide guidance to Site Supervisor (SS) and Safety Officer (SO) in project supervision,

health and safety, problem solving, customer complaints and project coordination.

To set up project specific quality control measures in inspections and tests plan.

To provide supervision on the works performed by in-house staff or Sub-Contractors at site.

To ensure that Progress Claims are submitted to the Customer on schedule.

To ensure the submission of Variation Order (VO) Claims.

To review monthly reports and develop remedial measures if necessary.

To attend site meeting as required by the project meeting table.

To participate or conduct project kick-off meeting.

To implement all policies, activities, procedures, instructions as relevant and required by the

Quality System.

To undertake any and all other duties and responsibilities as so set by the MD.

Authority:

To review and approve Progress Claims and VO Claims for submission to customer.

To review and approve relevant project records and project meeting minutes.

To review and authorize project expenses and payments as per approval limit table.
