dtcpay, a MAS-licensed payment service provider bridging traditional finance and digital assets, is seeking a Project Manager to lead end-to-end delivery of complex fintech projects. We are looking for a Project Manager to lead the end-to-end execution and delivery of complex, cross-functional projects within our fintech and payments business. You will work closely with Development, QA, Compliance, Operations, and other internal teams, while also coordinating with external partners such as banks and payment channel providers.

This role requires a highly structured and proactive project management approach, with strong attention to delivery governance, risk management, and stakeholder alignment. You will be responsible for ensuring projects are delivered on time, to the required quality standards, and in accordance with established project management processes and SOPs. Given the fast-moving and regulated nature of the business, the ability to identify, assess, and elevate critical risks promptly is essential.

What You'll Do:
Project Planning and Execution

Lead the end-to-end execution of assigned projects, from project planning and initiation through delivery and post-launch review.

Develop and maintain project plans, timelines, milestones, deliverables, and dependencies to ensure clear visibility of project progress.

Track project execution closely, identify potential blockers and risks, and drive timely resolution with relevant stakeholders.

Ensure projects are delivered on time, within the agreed scope, and to the required quality standards.

Cross-Functional and Multi-Party Project Management

Manage complex projects involving multiple internal stakeholders, including Development, QA, Compliance, Operations, and other functional teams.

Follow established SOPs and project governance frameworks when managing multi-party projects, ensuring clear ownership, handoffs, communication, and delivery responsibilities.

Organise and facilitate cross-functional project meetings to align stakeholders on priorities, timelines, dependencies, responsibilities, and outstanding issues.

Ensure effective information sharing and alignment across teams throughout the project lifecycle.

Third-Party Partner Coordination

Act as the primary project coordination point for external partners, including banks, payment channel providers, and other third-party institutions.

Manage project timelines, requirements, dependencies, and progress across internal and external stakeholders.

Translate and communicate external requirements clearly to relevant internal teams and ensure expectations remain aligned throughout project delivery.

Proactively manage information gaps, dependencies, and stakeholder expectations to minimise delays and delivery risks.

Pre-Launch and Delivery Governance

Lead pre-launch and go-live readiness reviews to ensure all deliverables meet agreed business and operational requirements.

Coordinate relevant stakeholders to confirm readiness, outstanding dependencies, and go-live requirements before launch.

Ensure key stakeholders understand and align on the delivery scope, acceptance criteria, responsibilities, and launch requirements.

Identify and address outstanding issues or risks before launch to support high-quality and timely delivery.

Risk Management and Progress Reporting

Proactively identify, assess, prioritise, and manage project risks, issues, dependencies, and blockers throughout the project lifecycle.

Provide timely and accurate updates to the PMO on project progress, key risks, and critical issues in accordance with established reporting requirements.

Escalate major risks and urgent blockers promptly upon identification, rather than waiting for the regular reporting cycle.

Drive appropriate follow-up and coordination to ensure critical risks are visible and addressed by the relevant stakeholders.

Project Retrospectives and Process Improvement

Conduct project retrospectives to evaluate delivery outcomes, challenges, and areas for improvement.

Analyse root causes of project issues and identify opportunities to improve project delivery processes and cross-functional collaboration.

Translate lessons learned into practical and actionable process improvements.

Contribute to the continuous improvement of project management frameworks, SOPs, and delivery practices.

What We're Looking For:

At least 5 years of project management experience, including a minimum of 3 years managing projects within the fintech or payments industry.

Experience managing complex, cross-functional projects involving multiple stakeholders and functional teams.

Experience working on cross-border payment, banking integration, payment channel integration, or similar financial infrastructure projects is highly preferred.

Proven experience coordinating projects across Development, QA, Compliance, Operations, and other business or technical teams.

Strong understanding of structured project management methodologies, with the ability to manage multi-party workflows through established SOPs and governance processes rather than ad hoc coordination.

Experience working directly with external partners, such as banks, payment channel providers, financial institutions, or technology vendors.

Strong stakeholder management skills, with the ability to manage expectations, address information gaps, and maintain alignment across internal and external parties.

Demonstrated ability to identify, assess, and prioritise project risks, with a proactive mindset towards resolving blockers and escalating critical issues promptly.

Experience conducting pre-launch or go-live readiness reviews and aligning stakeholders on delivery scope, acceptance criteria, and launch requirements.

Strong experience conducting project retrospectives, performing root-cause analysis, and translating lessons learned into actionable process improvements.

Familiarity with project management and collaboration tools such as Jira, Confluence, Meegle, or similar platforms.

PMP, PRINCE2, Agile, CSM, PMI-ACP, or other relevant project management certifications are an advantage.

Fluent in English and Mandarin (spoken and written), with the ability to independently prepare project documentation and facilitate meetings in both languages.

Basic understanding of financial compliance and regulatory considerations relevant to project delivery within a regulated financial services environment.

Highly organised, detail-oriented, and able to manage multiple priorities in a fast-paced environment.

Strong communication, problem-solving, and decision-making skills, with the ability to remain calm and effective when managing urgent issues and competing stakeholder priorities.
