Stream Empire Holdings Sdn Bhd is seeking an experienced Retail Project Manager to oversee end-to-end store openings, renovations, and relocations across Malaysia and Singapore. You will manage budgets, schedules, permitting, and a network of contractors, ensuring compliance and timely delivery.
Strong leadership, regional experience, and proficiency with Excel and project systems are essential. Regular site visits, risk management, and cross-functional coordination are expected in this on-site
Own end-to-end delivery of new store fit-outs from site handover, design coordination, and permits/licensing through construction, snagging, and handover to Operations on time, on budget, and to brand and quality standards.
Develop and manage the project master schedule, budget, and risk register for each opening; proactively flag and resolve slippage before it threatens the opening date.
Review proposed layouts with Brand/Operations/Design teams for operational practicality, safety and compliance before construction commences.
Tender, evaluate and appoint fit-out contractors, M&E subcontractors, and specialty vendors (kitchen equipment, cold rooms, signage, security/CCTV) within approved budget.
Coordinate statutory submissions and approvals specific to each format; e.g., food establishment licensing and kitchen exhaust/grease-trap approvals for F&B units, liquor retail licensing and security/CCTV conditions for liquor & spirits stores, and fire safety/SCDF (Singapore) or Bomba (Malaysia) clearances as applicable.
Lead site meetings, resolve technical issues in real time, and manage snag lists through to close-out.
Ensure stores are commercially, operationally and legally ready to trade from day one.
Issue a regular, structured progress update to Retail Operations, Warehouse/Logistics, Brand & Marketing, and Management throughout each opening, covering key dates (handover, fit-out completion, stock delivery window, opening date) and any risks to them.
Proactively communicate any changes to the project schedule at the earliest opportunity, recognising that delays to an opening date may have downstream implications for stock delivery, staff deployment, marketing campaigns, and other operational arrangements. Ensure all relevant teams are working from a shared and up-to-date project timeline, with changes communicated promptly to enable timely planning and mitigation.
Store Closures & Relocations
Plan and manage store closure/decommissioning projects; reinstatement works, asset recovery/disposal, lease handback condition and landlord sign-off within notice-period timelines.
Coordinate with Finance and Leasing team on lease-end obligations, deposit recovery and final account settlement with contractors.
Manage relocation projects (old-to-new site transitions) to minimise trading downtime.
Existing Store & Office Issues, Facilities Maintenance
Maintain and manage a live register of all reported issues across the nationwide store network and Company offices. Assess, triage, prioritise, and assign each issue to the appropriate Tier 1, Tier 2, or Tier 3 category, ensuring clear ownership, timely follow-up, and resolution through to closure.
Tier 1: Immediate risk to staff or customer safety, or an issue that prevents the store from operating or trading.
Tier 2: Significant operational disruption that does not present an immediate safety risk.
Tier 3: Cosmetic, low-impact, or routine maintenance and wear-and-tear issues.
Lead a small team (in-house project executives and/or field technicians) to handle day-to-day repairs, plus a vetted bench of contractors for anything beyond in-house capability.
Run a preventive maintenance programme (M&E, refrigeration, kitchen equipment, fire safety systems, pest control) to reduce reactive callouts over time.
Personally step in and mobilise resources immediately for any issue with staff or customer safety implications (i.e. electrical faults, gas leaks, structural/ceiling issues, fire safety system faults), regardless of time of day.
Track recurring issues by store/format and recommend root-cause fixes (e.g., a repeat aircon failure pattern signalling a capacity or installation issue rather than a one-off repair).
Drawings & Technical Documentation
Work directly with architects/designers on layout, M&E, and as-built drawings for every store and office project, reviewing drawings for accuracy, buildability and operational fit before and during construction.
Maintain a central, organised drawing library (as-built drawings, M&E schematics, reflected ceiling plans, licensing floor plans) for every store and office, kept current after every renovation or repair that changes the physical layout.
Where a required drawing does not exist or cannot be located (i.e. older sites, acquired sites, undocumented past works), arrange for the site to be measured and the drawing redrawn by an architect/draughtsperson, so the network is never left without a reliable reference for future project or maintenance work.
Ensure all drawings and technical documentation used for repairs, maintenance, and fit-out works are accurate, complete, and maintained to the latest approved version. Identify and address any outdated, missing, or inconsistent drawings as a project risk to ensure works are planned and executed based on reliable information.
Nationwide Coverage & Local Contractor Network
Build, establish, and maintain a vetted network of reliable local contractors, electricians, plumbers, and general repair technicians across all states and regions where the Company operates, including locations outside the Klang Valley. Ensure adequate local coverage and timely mobilisation so that Tier 1 safety or critical operational issues can be attended to on-site on the same day, including in locations where the Company has no resident staff.
Establish standing arrangements (retainer, on-call, or pre-agreed rate cards) with at least one reliable Tier-1-capable contractor per region in advance, rather than sourcing one reactively during an active incident.
Remotely direct and coordinate these local contractors for urgent fixes, briefing them off the store's drawings and photos/video, agreeing scope and cost by phone, and verifying completion while reserving on-site HQ presence for higher-complexity projects or contractor performance issues.
Continuously assess and expand the regional contractor bench so no single state or contractor is a single point of failure for safety-critical response.
Stakeholder & Vendor Relationships
Establish and maintain strong working relationships with mall and landlord management, as well as their maintenance and M&E teams, across Malaysia and Singapore. Leverage these relationships to facilitate timely resolution of building-related issues, including shared risers, common facilities, structural defects, and other landlord-managed infrastructure or services.
Manage supplier and contractor performance, negotiate rates and retainer/on-call arrangements, and continually widen the vetted vendor pool to avoid single points of failure.
Liaise with local authorities (i.e. fire safety, health/food authorities, licensing bodies) on compliance matters as they arise.
Lead, guide and coach the project and maintenance team in effectively triaging incoming issues based on urgency, business impact, and risk, while maintaining a disciplined, transparent, and up-to-date job tracking and follow-up process.
Establish clear expectations around urgency and accountability, ensuring the team consistently applies the defined Tier 1, Tier 2 and Tier 3 response standards and takes prompt action on evident safety or critical operational issues without unnecessary escalation.
Plan and allocate manpower, resources and budgets across multiple concurrent store openings, closures, relocations, and reactive maintenance works, ensuring an appropriate balance between planned project deliverables and unplanned or urgent repairs.
Budget, Cost Control & Cross-Functional Reporting
Manage CAPEX budgets for new store openings, renovations, relocations, and other development projects, as well as OPEX budgets for ongoing maintenance and repairs. Review and approve project and maintenance-related invoices within the delegated authority limits, ensuring expenditure is properly supported and aligned with approved budgets.
Establish and maintain a regular project reporting cadence, including weekly updates to Retail Operations, Warehouse/Logistics, Brand & Marketing, and Management. Provide clear and consistent status updates covering project progress, key milestones, risks, issues, and revised timelines, enabling each function to align its own opening-readiness activities without the need for repeated follow-up.
Prepare periodic management reports covering the project pipeline, outstanding store issues, budget utilisation, and cost trends, including analysis such as cost per store opening, repair costs by category, and recurring fault patterns. Identify trends and provide practical recommendations to improve cost efficiency, project delivery, and response lead times.
Maintain accurate, organised and up-to-date project and maintenance records, including project progress reports, contracts, permits and approvals, warranties, technical documentation, and as-built drawings, ensuring records are readily accessible for future projects, repairs, audits and reference.
Requirements & Qualifications
Bachelor's Degree/Diploma in Construction Management, Civil/M&E Engineering, Architecture, Facilities Management, or related field.
At least ten (10) years' experience in retail store development, fit-out, or facilities/maintenance management, including three (3) years in project/team leadership.

Solid knowledge of M&E systems, construction practices, building codes, and fire safety/licensing regulations in Malaysia and Singapore.
Skilled at managing a distributed contractor network, including remote coordination via drawings, photos, and video calls.
Able to read technical drawings and work effectively with architects, consultants, and contractors.
Strong documentation and project record-keeping practices.
Solid project management skills (planning, budgeting, procurement, risk); PMP or similar certification a plus.
Experienced in vendor management, tendering, and commercial negotiation.
Proficient in Excel and facilities/project management systems.
Sound judgement and urgency in prioritizing issues, especially safety-critical ones.
Highly organised, able to manage multiple projects and maintenance backlogs simultaneously.
Strong stakeholder management skills with landlords, contractors, and internal teams.
Calm, clear communicator in high-pressure situations.
Hands-on, field-based approach with regular site visits.
Demonstrated ability to lead and coach a small team with minimal supervision.
Willing to travel regularly within Malaysia and to Singapore, with occasional after-hours availability for urgent issues.
Valid driving licence required; own transport an advantage.
