Job summary

Ditrolic Energy is seeking a Project Development professional in Malaysia to support pre-development activities for renewable energy projects. You will coordinate land identification, site assessments, land rights, and stakeholder engagement, working with landowners, consultants, and regulators.

Reporting to the Head of PMO, you will help secure approvals, monitor milestones, and maintain records, while traveling to site inspections and stakeholder meetings across the region as required.

Qualifications

  • Bachelor’s degree required in engineering, construction, land development, or related field.
  • 2–5 years in project development, site development, renewable energy, infrastructure, or utility projects.
  • Experience with land matters, permits, ROW, planning submissions, or stakeholder engagement is advantageous.
  • Familiarity with solar PV, power infrastructure, transmission lines, or large-scale developments is preferred.
  • Knowledge of Malaysian land, planning, environmental, and local authority approvals.
  • Strong coordination, documentation, and stakeholder management skills.
  • Proficient in MS Office and project tracking tools.

Responsibilities

  • Support the planning, coordination, and execution of pre-development activities for the project.
  • Coordinate site identification, preliminary site assessment, land suitability review, and development feasibility activities.
  • Support land due diligence, including land title searches, ownership verification, boundary confirmation, encumbrance checks, and land documentation.
  • Coordinate with landowners, land agents, surveyors, consultants, and relevant stakeholders on land access, lease, acquisition, and site development matters.
  • Support the securing of land access rights, easements, wayleave, and Right-of-Way (ROW) for transmission lines and interconnection facilities.
  • Coordinate site surveys, topographical surveys, geotechnical investigations, environmental studies, and other technical assessments with consultants during the pre-development stage.
  • Support the preparation, submission, and follow-up of planning and development approvals, including Planning Permission (KM), Development Order (DO), and relevant local authority approvals.
  • Liaise with government agencies, local councils, land offices, utility providers, and regulatory authorities to facilitate project approvals.
  • Coordinate and monitor deliverables from town planners, surveyors, environmental consultants, engineering consultants, land consultants, and other appointed service providers.
  • Maintain and update land, permit, authority approval, stakeholder, consultant deliverable, and ROW trackers.
  • Monitor pre-development milestones, critical activities, dependencies, risks, and potential delays against the approved project schedule.
  • Identify land, authority, stakeholder, environmental, and site development risks and coordinate the required mitigation actions.
  • Conduct regular site visits to verify site conditions, access constraints, surrounding infrastructure, development progress, and stakeholder issues.
  • Prepare meeting minutes, progress updates, approval status reports, action trackers, and supporting papers for management review.
  • Maintain proper records of land documents, authority correspondence, consultant reports, approval letters, site records, and stakeholder communications.
  • Coordinate with internal Engineering, Commercial, Legal, Regulatory, EHS, Contract Management, and PMO workstreams.
  • Support project readiness assessments and stage-gate reviews leading towards Financial Close (FC), Notice-to-Proceed (NTP), and construction commencement.
  • Support stakeholder engagement activities involving landowners, local communities, government agencies, project partners, and other affected parties.
  • Escalate critical issues, approval delays, land constraints, and stakeholder concerns to the Project Development Manager or Project Lead

Requirements

  • Bachelor’s Degree in Engineering, Construction Management, Land/Property Development, Environmental Science, Project Management, Renewable Energy, or a related discipline.
  • 2–5 years of experience in project development, site development, renewable energy, infrastructure, property development, or utility projects.
  • Experience in land matters, authority approvals, permitting, ROW, planning submissions, or stakeholder engagement is an advantage.
  • Familiarity with solar PV, power infrastructure, transmission lines, substations, or large-scale development projects is preferred.
  • Basic knowledge of Malaysian land, planning, environmental, and local authority approval processes.
  • Strong project coordination, documentation, follow-up, and stakeholder management skills.
  • Good analytical and problem-solving skills, with the ability to identify development risks and recommend practical mitigation actions.
  • Good written and verbal communication skills when dealing with authorities, consultants, landowners, contractors, and internal teams.
  • Proficient in Microsoft Excel, Word, PowerPoint, and project tracking tools.
  • Able to manage multiple activities, priorities, consultants, and stakeholders within tight project timelines.
  • Possess a valid driving licence and willingness to travel frequently for site inspections, authority engagements, and stakeholder meetings.
