Job summary

AGENSI PEKERJAAN TRUST RECRUIT SDN. BHD. is seeking an experienced Procurement lead in Malaysia (Johor) to manage end-to-end procurement operations, supplier governance, and team performance. The role emphasizes ethics, compliance, and cost-control across projects in the M&E/construction sector.

The successful candidate will mentor staff, implement improvements, and coordinate with Finance, Operations, Project, and Engineering teams to meet project timelines and budget targets.

Qualifications

• Diploma or degree in Procurement, Supply Chain Management, Business Administration, Engineering or related discipline.
• Minimum 5 years procurement experience, including coordinating or supervising staff or suppliers.
• Knowledge of sourcing, commercial evaluation, negotiations, supplier management, P2P controls, audit documentation.
• Working knowledge of procurement governance, ethical sourcing, anti-bribery controls, conflicts of interest management.
• Ability to lead a small team, set priorities, review work, coach junior employees, and ensure accountability.
• Operate independently within authority limits and exercise sound judgement.

Responsibilities

• Procurement Operations & Commercial Management: manage requisitions, RFQs, evaluations, PO issuance, delivery, and invoice resolution.
• Governance, Ethics & Compliance: adhere to laws, authority delegation, ethics, anti-corruption and safety policies; perform supplier due diligence.
• Team Management & Leadership: allocate work, set delivery standards, and track performance of procurement and admin teams; provide coaching.
• Process Improvement & Cost Initiatives: optimize workflows, implement templates, approval workflows, dashboards and supplier scorecards.
• Supplier Performance & Stakeholder Collaboration: conduct supplier reviews, coordinate with Finance/Operations/Project/Engineering; provide management with concise recommendations.

Job description

Relevant M&E contractor or construction industry experience.

Working Hours: Monday to Friday, 8:15am to 6pm

Responsibilities

• Procurement Operations & Commercial Management
  • Manage the complete procurement cycle (requisitions, RFQs, evaluations, PO issuance, delivery, and invoice resolution).
  • Source, negotiate, and select suppliers based on cost, quality, capacity, safety, and technical compliance.
  • Formulate strategic sourcing and alternative supply plans to mitigate cost, delay, and continuity risks.
  • Oversee vendor records, open orders, savings logs, and prepare monthly procurement performance reports.
• Governance, Ethics & Compliance
  • Enforce strict adherence to Malaysian laws, internal delegation of authority, and VINCI Energies Code of Ethics, Anti-Corruption, and Safety policies.
  • Perform supplier due diligence, maintain audit-ready records, and immediately declare any conflicts of interest.
  • Monitor supplier compliance, address control red flags, and resolve audit findings within deadlines.
• Team Management & Leadership
  • Allocate work, set delivery standards, and track performance across the procurement and administrative team.
  • Coach and mentor team members on commercial judgment, compliance, and procurement workflows.
  • Review team deliverables, manage operational risks, and address performance issues in coordination with HR.
• Process Improvement & Cost Initiatives
  • Review procurement workflows to eliminate bottlenecks, manual redundancies, and control weaknesses.
  • Implement practical tools including standardized templates, approval workflows, dashboards, and supplier scorecards.
  • Drive proactive cost-reduction, risk-mitigation, and supplier-development initiatives.
• Supplier Performance & Stakeholder Collaboration
  • Conduct regular supplier performance reviews (quality, delivery, safety) and manage corrective action plans.
  • Partner with internal stakeholders (Finance, Operations, Project, Engineering) to align on project requirements and timelines.
  • Provide concise, fact-based recommendations to management regarding procurement status and supply risks.

Requirements

• Diploma or Degree in Procurement, Supply Chain Management, Business Administration, Engineering or a related discipline.
• Minimum 5 years of relevant procurement experience, including experience coordinating or supervising staff, workstreams or suppliers. Construction, engineering, M&E, data-centre or project-based experience is preferred.
• Practical knowledge of sourcing, commercial evaluation, negotiations, supplier management, purchase-to-pay controls, audit documentation and office administration.
• Working knowledge of procurement governance, ethical sourcing, anti-bribery controls, conflict-of-interest management and delegated authority.
• Ability to lead a small team, set priorities, review work, coach junior employees, resolve issues and hold others accountable.
• Expected to operate independently within authority limits, use sound judgement and elevate matters based on risk rather than convenience.
