Job summary

Randstad Malaysia is seeking an experienced Head of Procurement to lead strategic sourcing and supplier management for multi-million dollar high-tech facility projects in Malaysia. You will shape procurement strategy for Data Centers, Fabs and Cleanrooms, and manage cross-functional teams.

Reporting to the Managing Director, you will drive cost optimization, risk management, and ESG-aligned supplier selection, while implementing ERP/e-Procurement and BIM-enabled workflows to improve efficiency.

Qualifications

• 12+ years of progressive procurement experience in construction
• 5+ years in a senior leadership role overseeing high-tech facilities construction (Data Centers, Fabs, Cleanrooms, or Mission-Critical infrastructure)

Responsibilities

• Lead end-to-end procurement strategies for multi-million dollar high-tech construction projects.
• Establish global and regional sourcing networks for long-lead equipment.
• Drive cost optimization, TCO reductions, and value engineering while meeting timelines and quality standards.
• Standardize and manage contract negotiations using international frameworks (FIDIC, NEC, or bespoke design-and-build).
• Mitigate supply chain risks and geopolitical exposures with dual-sourcing strategies.
• Ensure compliance with local building codes, safety regulations, and governance standards.
• Build and manage strategic partnerships with tier-1 manufacturers, MEP sub-contractors, and engineering consultants.
• Implement supplier performance metrics (KPIs/SLAs) for quality, safety, delivery, and budget.
• Lead a multi-disciplinary team and champion digital procurement solutions (ERP/e-Procurement, BIM) to optimize efficiency.
• Integrate ESG criteria into supplier selection and sourcing.

Strategic Procurement & Sourcing

• Lead end-to-end procurement strategies for multi-million dollar high-tech construction projects, with a focus on mission-critical facilities (Data Centers, Fabs, BioPharma/Cleanrooms).
• Establish global and regional sourcing networks for long-lead equipment.
• Drive cost optimization, total cost of ownership (TCO) reductions, and value engineering without compromising project delivery timelines or quality standards.

Contract & Risk Management

• Standardize and manage contract negotiations using international FIDIC, NEC, or bespoke design-and-build frameworks.
• Mitigate supply chain risks, geopolitical exposures, and raw material volatility through robust vendor risk assessments and dual-sourcing strategies.
• Ensure strict compliance with local building codes, safety regulations, and corporate governance standards.

Supplier & Vendor Relationship Management (SRM)

• Build and manage strategic partnerships with tier-1 equipment manufacturers, MEP sub-contractors, and engineering consultants.
• Implement supplier performance metrics (KPIs/SLAs) to monitor quality, safety, delivery schedules, and budget compliance.

Team Leadership & Transformation

• Lead, mentor, and scale a multi-disciplinary team of Procurement Managers, Sourcing Specialists, and Quantity Surveyors.
• Champion digital procurement solutions (ERP/e-Procurement platforms, BIM-integrated procurement workflows) to optimize procurement efficiency.
• Integrate ESG and sustainability criteria into supplier selection and material sourcing.
