Job summary

C.E.M.B. Engineering Sdn Bhd in Penang is seeking a responsible Quantity Surveyor to oversee cost and contract management on construction sites, focusing on MEP projects.

You will prepare estimates, BOQs, tender documents, procure, administer contracts, and monitor expenditures to ensure delivery within budgets and contractual requirements.

Qualifications

• Diploma or bachelor’s in quantity surveying.
• 2–3 years’ experience in Mechanical, Electrical & Process (MEP) development.
• Strong negotiation, analytical and communication skills.
• Proficient in MS Office and QS software.

Responsibilities

• Prepare accurate cost estimates and budgets during design and planning phases.
• Develop comprehensive BOQs from drawings, specs and project scope.
• Prepare tender documents and evaluate contractor submissions; provide commercial recommendations.
• Assist in procurement of contractors, subcontractors, vendors and suppliers.
• Administer contracts using PAM, JKR, CIDB; draft contract terms to mitigate risks.
• Issue contractual correspondences: site instructions, clarifications, notices.
• Assess variations, change orders and claims for additional work; ensure accurate valuation.
• Lead commercial negotiations with contractors, suppliers and client representatives.
• Monitor project expenditures and align with approved budgets.
• Implement value engineering and track financial performance with cost reports.
• Certify interim valuations and recommend progress payment approvals.
• Collaborate with project teams, site personnel, procurement, finance, consultants and clients.

Job description

We are looking for a responsible and proactive Quantity Surveyor to oversee cost and contract management at construction sites. The candidate will be responsible for preparing cost estimates, bills of quantities, progress claims, and variation orders, as well as managing procurement, subcontractor payments, and contract administration to ensure compliance with project and contractual requirements.

What you'll be doing

Prepare accurate cost estimates and budgets during all design and planning phases mostly related to MEP services.

Develop comprehensive Bills of Quantities (BOQs) based on drawings, specifications, and project scope.

Prepare tender documents, evaluate contractor/supplier submissions, and provide commercial recommendations in related mostly to MEP services.

Assist in the procurement of contractors, subcontractors, vendors, and suppliers.

Administer contracts using standard forms (e.g., PAM, JKR, CIDB) and draft contract terms to mitigate risks.

Prepare and issue contractual correspondences such as site instructions, clarifications, and notices.

What we're looking for

Diploma / bachelor’s in quantity surveying

2~3 years' experience in Mechanical, Electrical & Process (MEP) development

Skilled in cost estimation, tendering, and BOQ preparation

Strong negotiation, analytical, and communication skills

Proficient in MS Office and QS software
