Sunsuria is seeking an experienced Procurement leader to plan and manage procurement activities across multiple projects in Malaysia. You will source, negotiate, evaluate suppliers, and ensure compliance with governance, policies and budgets.

Qualifications

• Bachelor's degree in procurement, supply chain, quantity surveying, engineering, business administration or related discipline.
• Minimum 8–10 years of procurement experience; 5+ years in managerial/supervisory roles overseeing procurement, tendering and contracts.

Responsibilities

• Develop and implement annual procurement plans aligned with budgets and project timelines.
• Lead procurement processes from sourcing to delivery; ensure governance and SOP compliance.
• Manage supplier risk, performance, and relationships for cost effective, reliable supply.
• Collaborate with Project, Construction, Technical, QS and other stakeholders to meet priorities.
• Drive process improvement and sustainable sourcing using technology and reporting tools.
• Lead, mentor and develop the Material Sourcing & Purchasing team; set and review KPIs.

Job description

Procurement Planning & Strategic Sourcing

• Develop and implement annual procurement plans aligned with project timelines, operational requirements, and approved budgets.
• Identify opportunities for cost optimisation through strategic sourcing, bulk purchasing, value engineering, supplier consolidation, and alternative sourcing initiatives.
• Monitor market trends, material price fluctuations, and industry developments to support procurement strategies and budgeting.
• Source, evaluate, pre-qualify, and conduct due diligence on new suppliers, manufacturers, and contractors.
• Build and maintain strategic relationships with suppliers to ensure competitive pricing, quality, reliability, and continuous supply.
• Maintain and regularly update the Approved Supplier List (ASL) in accordance with company policies.

Procurement Operations & Governance

• Lead the procurement process from sourcing, quotation evaluation, negotiation, purchase order issuance, to delivery coordination.
• Ensure procurement activities comply with company procurement policies, Standard Operating Procedures (SOPs), delegated authority limits, and governance requirements.
• Identify, assess, and mitigate procurement-related risks, including supply disruptions, price volatility, contractual risks, and supplier performance issues.
• Promote ethical procurement practices and ensure proper management of conflict-of-interest declarations throughout the procurement process.

Project & Stakeholder Management

• Collaborate closely with Project, Construction, Technical, QS, and other internal stakeholders to understand procurement requirements and project priorities.
• Ensure procurement schedules support construction milestones and minimise project delays.
• Resolve procurement, supply, and delivery issues promptly while maintaining effective communication with relevant stakeholders.

Process Improvement & Sustainability

• Drive continuous improvement initiatives to enhance procurement systems, processes, documentation, and operational efficiency.
• Promote sustainable, responsible, and environmentally conscious sourcing practices in line with the company's sustainability objectives.
• Identify opportunities to leverage technology and digital procurement tools to improve productivity and reporting.

People Management

• Lead, mentor, and develop the Material Sourcing & Purchasing team to achieve departmental objectives.
• Establish individual and departmental KPIs, monitor performance, and conduct regular performance reviews.
• Identify competency gaps and recommend appropriate training and development initiatives to strengthen team capabilities.
• Foster a culture of accountability, collaboration, continuous improvement, and high-performance within the department.

Job Requirements:

• Bachelor's Degree in Procurement, Supply Chain Management, Quantity Surveying, Engineering, Business Administration, or related discipline.
• Minimum 8-10 years of relevant procurement experience, preferably in property development, construction, or related industries.
• At least 5 years in a managerial or supervisory role overseeing procurement, tendering, and contract negotiations
• Strong knowledge of construction materials, contracts, and procurement processes
• Good understanding of procurement governance, policies, and compliance
• Strong negotiation, analytical, and stakeholder management skills
