We are seeking a responsible, analytical, and cost-conscious Purchasing Executive / Purchasing Manager to manage the end-to-end procurement process for construction projects.


You will play a key role in supplier sourcing, quotation comparison, price negotiation, BQ and budget checking, cost analysis, purchasing, supplier performance, and procurement reporting, ensuring materials, subcontractors, and services are procured at the most competitive cost while meeting required quality, specifications, and project timelines.


This role is not limited to processing POs. You will be expected to identify new suppliers, monitor market pricing, analyze procurement costs, challenge abnormal pricing or quantities, and provide recommendations to Management to improve project cost control and procurement efficiency.


Source, evaluate, and negotiate with suppliers, subcontractors, and service providers to secure competitive pricing, quality, and delivery terms.


Obtain and compare quotations from multiple suppliers and prepare quotation comparison and procurement recommendations for Management.


Continuously identify new suppliers, alternative materials, and cost-saving opportunities.


Conduct market research to identify new suppliers, products, materials, and sourcing opportunities.


Develop and maintain good working relationships with suppliers and subcontractors.


Establish, maintain, and regularly update the Approved Supplier List (ASL).

Who You Are

Key Responsibilities

Procurement & Supplier Sourcing


  • Source, evaluate, and negotiate with suppliers, subcontractors, and service providers to secure competitive pricing, quality, and delivery terms.

  • Obtain and compare quotations from multiple suppliers and prepare quotation comparison and procurement recommendations for Management.

  • Continuously identify new suppliers, alternative materials, and cost-saving opportunities.

  • Conduct market research to identify new suppliers, products, materials, and sourcing opportunities.

  • Develop and maintain good working relationships with suppliers and subcontractors.

  • Establish, maintain, and regularly update the Approved Supplier List (ASL).


Cost Control & BQ / Budget Monitoring


  • Review Material Requisitions (MRs) against approved project budgets, Bills of Quantities (BQ), and previous purchase records before processing.

  • Check material quantities, specifications, previous pricing, and allocated budgets to identify potential cost overruns or procurement discrepancies.

  • Flag budget overruns, excess quantities, abnormal pricing, duplicate purchases, or unplanned procurement to Management for review and approval.

  • Monitor market pricing trends and recommend alternative suppliers, products, or materials to optimize project costs.

  • Analyse historical purchasing data and identify opportunities for cost reduction and better procurement planning.


Purchasing & Procurement Operations


  • Process and manage Purchase Requisitions (PR), Material Requisitions (MR), Purchase Orders (PO), and related procurement documentation.

  • Ensure purchases are made in accordance with approved project requirements, budgets, specifications, and company procedures.

  • Monitor order status and follow up with suppliers to ensure timely delivery of materials and services.

  • Coordinate closely with Project, Site, QS, and Finance teams to support project requirements and schedules.

  • Resolve purchasing issues including delivery delays, shortages, quality issues, pricing discrepancies, and supplier disputes.


Supplier & Pricing Database Management


  • Maintain and regularly update supplier, subcontractor, material, and pricing databases.

  • Track historical pricing, supplier performance, and market trends to support budgeting, tendering, and procurement decisions.

  • Monitor supplier performance based on pricing, quality, delivery, and service.

  • Conduct periodic supplier evaluations and maintain accurate supplier performance records.


Procurement Analysis & Reporting


  • Prepare quotation comparison reports, cost analyses, procurement reports, cost-saving reports, and purchasing recommendations for Management.

  • Analyse procurement spending and historical purchasing data to identify cost reduction and procurement improvement opportunities.

  • Provide Management with pricing trends, supplier comparisons, and procurement insights to support purchasing and cost-control decisions.

  • Maintain accurate and complete records of quotations, POs, delivery orders, invoices, and procurement documentation.


Requirements


  • Diploma / Degree in Procurement, Supply Chain Management, Business Administration, Quantity Surveying, Construction Management, or related field.

  • 5 years (Executive) / 5+ years (Senior Executive) of purchasing experience in the construction industry is essential.

  • Strong experience in supplier sourcing, quotation comparison, price negotiation, vendor management, and cost analysis.

  • Good knowledge of construction materials, subcontractor procurement, and project purchasing.

  • Able to understand and check Material Requisitions, Bills of Quantities (BQ), project budgets, quantities, and pricing.

  • Proficient in Microsoft Excel and comfortable working with pricing data.

  • Strong analytical, negotiation, organizational, and communication skills.

  • Independent, detail-oriented, commercially aware, and cost-conscious.

  • Able to work closely with Project, Site, QS, Finance, suppliers, and subcontractors in a fast-paced construction environment.
