Job summary

The Fourth Construction Co.,Ltd. of CEFOC is seeking a Government‑Relations Liaison in Kuala Lumpur, Malaysia. You will be the primary link between the company and local authorities, managing regulatory matters across multiple projects, including clean‑room facilities, data centres and EPC works.

You will monitor policy changes, coordinate official communications, and lead negotiations to resolve disputes while ensuring legal and regulatory compliance across all phases of the project lifecycle.

Qualifications

• Bachelor’s degree or above in Public Administration, Engineering Management, International Relations, Business English or related disciplines.
• Minimum 3–5 years of government‑enterprise liaison experience for overseas construction projects; local Malaysian contacts preferred.
• Fluent in English; Malay language skills are a strong plus.
• Excellent public‑relations, negotiation, cross‑party coordination and crisis‑handling capabilities.
• Willing to be stationed long‑term in Malaysia with cross‑project travel.
• No adverse employment records; overseas SOE or engineering‑company liaison experience preferred.

Responsibilities

• Act as main liaison between company and government authorities across ongoing Malaysian projects.
• Track and deliver government compliance throughout project lifecycle.
• Monitor Malaysian regulations and provide risk warnings to teams and management.
• Coordinate site visits and prepare presentations and on‑site schedules.
• Handle official documents, reports and external communications with authorities.
• Mediate disputes and penalties to minimise compliance risks for projects.
• Assist government liaison tasks as assigned by management.
