Job summary

China Communications Construction Company (M) Sdn. Bhd. (CCCC Malaysia) is seeking a locally based professional to coordinate Malaysian approvals and external stakeholders for a data centre construction project.

• Diploma or degree in Civil Engineering, Architecture, Mechanical or Electrical Engineering, Construction Management, Town Planning or a related discipline.

Responsibilities

• Prepare and maintain a project-specific register of approvals, permits, external interfaces and deadlines, identifying responsible parties and submission requirements.
• Coordinate early due diligence and verification of planning, land and development conditions with appointed consultants.
• Liaise with local authorities, fire authorities, utility providers, industrial park management and other relevant stakeholders.
• Coordinate submission documents, responses, inspections and corrective actions with local architects, engineers and specialist consultants.
• Follow up on electricity, water, drainage and telecommunications connections, including technical requirements and delivery schedules.
• Support the project team in coordinating contractor registrations, personnel requirements and site-related permits.
• Address external construction matters involving access, logistics, road occupation, neighbouring properties and community concerns.
• Coordinate completion inspections, fire-related clearances, utility readiness and CCC-related documentation with appointed professionals.
• Maintain clear records of approvals, correspondence, outstanding actions and risks, and report progress to project management.
• Facilitate communication between the Chinese project team and Malaysian consultants, contractors, suppliers and authorities.

Job description

We are seeking an experienced locally based professional to coordinate Malaysian approvals and external stakeholders throughout the delivery of a data centre construction project. The role covers early project preparation, statutory submissions, construction coordination, utility connections, completion inspections and handover. The successful candidate must understand construction delivery and be able to turn approval requirements into practical actions, track dependencies and resolve issues affecting project milestones.

Key responsibilities

Prepare and maintain a project-specific register of approvals, permits, external interfaces and deadlines, identifying responsible parties and submission requirements.

Coordinate early due diligence and verification of planning, land and development conditions with appointed consultants.

Liaise with local authorities, fire authorities, utility providers, industrial park management and other relevant stakeholders.

Coordinate submission documents, responses, inspections and corrective actions with local architects, engineers and specialist consultants.

Follow up on temporary and permanent electricity, water, drainage and telecommunications connections, including technical requirements and delivery schedules.

Support the project team in coordinating applicable contractor registrations, personnel requirements and site-related permits with the responsible parties.

Address external construction matters involving access, logistics, road occupation, neighbouring properties and community concerns.

Coordinate completion inspections, fire-related clearances, utility readiness and CCC-related documentation with the appointed professionals responsible for certification.

Maintain clear records of approvals, correspondence, outstanding actions and risks, and report progress to project management.

Facilitate communication between the Chinese project team and Malaysian consultants, contractors, suppliers and authorities.

About you

Diploma or degree in Civil Engineering, Architecture, Mechanical or Electrical Engineering, Construction Management, Town Planning or a related discipline.

At least 8 years of relevant experience in Malaysian construction, project development or authority coordination, including at least 3 years independently managing local stakeholder or approval matters.

Demonstrated involvement in at least one project from early approvals through construction and completion, with clear personal responsibility for relevant workstreams.

Data centre experience is preferred. Candidates with strong experience in industrial facilities, advanced manufacturing or major MEP projects will also be considered.

Practical knowledge of approval processes and utility interfaces in the relevant Malaysian state and local authority area.

Ability to understand construction drawings and coordinate technical matters with consultants and site teams.

Strong spoken and written English and Bahasa Malaysia. Mandarin proficiency is an advantage for communication with the Chinese project team.

Strong follow-through, documentation, negotiation and problem-solving skills.

Willingness to work on site and travel as required.

Valid eligibility to work in Malaysia, subject to the company's employment and work-pass arrangements.
