Job summary

PLUS Malaysia is seeking a Learning & Development leader to shape and drive the organisation's talent development strategy in Petaling Jaya. You will design programmes, partner with stakeholders and manage budgets.

You will analyse learning needs, deliver innovative training, coach managers, and measure impact with ROI. The role requires strong communication and hands-on leadership to grow workforce capabilities.

Qualifications

• At least 5 years of relevant experience in learning & development and/or organizational development.
• Hands-on experience in strategizing, developing, and implementing development initiatives and programs.
• Strong L&D budget management, facilitation skills and organizational skills with excellent verbal and written communication and interpersonal skills.

Responsibilities

• Develop and implement Learning & Development (L&D) strategies, plans and initiatives aligned with the organisation’s business objectives and capability requirements.
• Conduct learning needs analysis, competency assessments and skills gap analysis to identify current and future development needs.
• Partner with business stakeholders to identify capability requirements and recommend appropriate learning and development solutions.
• Analyse L&D trends, data and metrics to generate insights on learning reach, effectiveness, application and ROI.
• Design, develop and implement innovative learning solutions, including training programmes, e-learning, learning modules, videos and other digital learning materials.
• Collaborate with training providers, learning institutions and relevant stakeholders to ensure the quality, relevance and effectiveness of learning programmes.
• Facilitate upskilling and reskilling initiatives, Individual Development Plan (IDP) programmes, coaching and mentoring initiatives to strengthen workforce capabilities.
• Support Talent Management and Succession Planning initiatives, including talent identification, development and engagement programmes.
• Act as a Learning Partner to HODs, HOUs, managers and employees by providing advice and solutions on learning, development and competency matters.
• Evaluate the effectiveness of learning programmes through data analysis, feedback and ROI measurement, and recommend continuous improvement actions.
• Manage L&D reporting, dashboards, budgets, training providers and related administrative processes to ensure effective delivery of L&D initiatives.
• Identify and implement improvements to L&D processes, policies, procedures, operating models and learner experience.
• Lead and develop team members while providing coaching and guidance on L&D matters.
