Job summary

SmartHire by SEEK is partnering with a Penang‑based service organisation to appoint a Human Resource Manager who will own a broad, hands‑on HR function.

You will lead payroll, regulatory compliance, foreign worker management, recruitment, onboarding, employee engagement and HR advisory to management, while shaping manpower planning and workplace culture.

Qualifications

  • Minimum 5 years HR experience in the service industry.
  • Degree in Human Resource Management or equivalent.
  • Strong knowledge of Malaysian Labour Laws and HR best practices.
  • Fluent in English and Bahasa Malaysia; excellent communication.
  • Organisational and interpersonal skills; able to multitask.
  • Computer-literate and own transport.

Responsibilities

  • Oversee end-to-end HR operations including recruitment, payroll processing and HR administration.
  • Ensure timely payroll and statutory EA forms; manage regulatory compliance.
  • Handle immigration/foreign worker applications and permits.
  • Oversee workers' hostel management and related regulatory standards.
  • Source suppliers for staff welfare services and manage office operations.
  • Monitor vehicle administration, road tax and insurance renewals.
  • Lead employee engagement programmes and manage disciplinary matters.
  • Develop onboarding and training programs for new hires.
  • Provide HR advisory to management and support manpower planning.

Our client is seeking a Human Resource Manager to join their team!

This is an excellent opportunity for an experienced HR professional ready to take full ownership of a broad and hands-on HR function within a service-oriented organisation based in Penang. From managing payroll and ensuring regulatory compliance to driving employee engagement and overseeing foreign worker management, this role offers genuine variety and the chance to make a meaningful impact at every level of the business. What you'll be doing?
  • Leading full-spectrum HR operations: Oversee the end-to-end HR function, including recruitment, payroll processing, and HR administration, ensuring accuracy, efficiency, and compliance across all people-related activities.
  • Managing payroll and statutory requirements: Ensure timely and accurate payroll processing and prepare workers' annual EA forms in accordance with regulatory obligations.
  • Ensuring immigration and regulatory compliance: Manage foreign workers' applications and permit renewals while ensuring full compliance with immigration regulations and relevant government policies.
  • Overseeing workers' hostel management: Ensure company-managed hostels are well-maintained and meet all applicable government regulations and standards.
  • Managing suppliers and office operations: Source and maintain a reliable network of suppliers for staff welfare services, and oversee the purchasing, maintenance, and operational efficiency of office equipment.
  • Monitoring vehicle administration: Keep track of road tax and insurance renewal schedules for all company vehicles to ensure continuous compliance and operational readiness.
  • Driving employee engagement: Lead meaningful employee engagement programmes and handle disciplinary matters with fairness, consistency, and professionalism.
  • Facilitating training and onboarding: Develop and conduct orientation and training programmes for new employees, setting them up for success from day one.
  • Supporting management with HR advisory: Provide sound HR advice to management and contribute actively to manpower planning discussions that shape the organisation's workforce strategy.
Who are they looking for?
  • Educational background: A Degree in Human Resource Management or an equivalent qualification provides the professional foundation needed for this role.
  • Relevant experience: A minimum of 5 years of HR experience within the service industry is required, reflecting the breadth and seniority of responsibilities involved in this position.
  • Knowledge of Malaysian Labour Laws: In-depth knowledge of Malaysian Labour Laws and HR best practices is essential for ensuring compliance and providing credible guidance to management and staff alike.
  • Language proficiency: Proficiency in both written and spoken English and Bahasa Malaysia is required for effective communication with diverse internal teams, employees, and government bodies across all HR-related matters.
  • Organisational and interpersonal skills: A self-motivated, well-organised approach with the ability to multitask effectively, paired with excellent interpersonal and communication skills that foster trust and collaboration across all levels of the organisation.
  • Computer literacy and mobility: Strong computer literacy is essential for managing HR systems and documentation, and possession of own transport is required to support the operational demands of the role.
