INSPUR COMMUNICATION MALAYSIA SDN. BHD. is seeking an experienced HSE Manager to implement and maintain HSE systems on construction projects in Malaysia, ensuring compliance with local regulations and client requirements.
The role requires 5–8 years HSE experience (3+ years in data centers or large-scale projects), SHO certification, and fluency in English and Malay, with Mandarin a plus. You will lead risk assessments, training, audits, and incident investigations.
This is a Health, Safety and Environment (HSE) management role focused on implementing and maintaining HSE management systems on construction projects in accordance with local regulations (DOSH, CIDB) and company policies, while ensuring compliance with client HSE requirements.
Key responsibilities
Implement and maintain the project HSE management system in accordance with local regulations (DOSH, CIDB) and company policies; ensure compliance with client HSE requirements
Conduct risk assessments, job hazard analyses (JHA), and safety inspections; identify hazards and implement control measures to eliminate or mitigate risks
Monitor daily site activities to ensure compliance with safety procedures; conduct toolbox meetings, safety inductions, and regular site patrols
Investigate incidents, near misses, and unsafe conditions; prepare incident reports and recommend corrective actions; track closure of corrective measures
Organize and deliver HSE training programs for site personnel; promote safety awareness and a positive safety culture across the project
Develop and implement emergency response plans; conduct drills and ensure emergency equipment is available and functional
Maintain HSE records, inspection reports, and statistics; prepare regular HSE performance reports for management and clients
Liaise with clients, contractors, and regulatory authorities on HSE matters; participate in HSE meetings and audits
About you
Bachelor's degree in Occupational Safety and Health, Environmental Engineering, or related field
5–8 years HSE experience in construction, with 3+ years in data center or large-scale industrial projects
Familiarity with Malaysian HSE regulations (DOSH, CIDB) and international standards (ISO 45001, ISO 14001)
Certified Safety and Health Officer (SHO) registered with DOSH is required
Strong knowledge of construction site safety practices, risk assessment, and incident investigation
Good communication skills in English and Malay; Mandarin is a plus
Strong observational, reporting, and training delivery skills
