Job summary

The Fourth Construction Co.,Ltd.of China Electronics System Engineering（CEFOC） is seeking an experienced HSE & Safety Manager to oversee safety programs for Malaysia overseas industrial projects, including cleanroom factories, data centers and MEP installations.

You will lead on-site safety systems, conduct risk assessments, organize training, and ensure compliance with Malaysian regulations and international standards, while coordinating with clients and authorities on safety submissions and

Qualifications

• College degree or above in Safety Engineering, Engineering Management or related majors.
• Minimum 5 years safety management experience in industrial construction, cleanroom, data center or MEP engineering projects.
• Valid Registered Safety Engineer Certificate and Construction Safety Officer Certificate.
• Familiar with industrial construction safety standards and HSE system management.
• Basic English communication ability for external liaison and inspection.

Responsibilities

• Undertake overall HSE & safety management for Malaysia overseas industrial projects, covering cleanroom factory, data center, MEP installation and general EPC construction.

• Organize on-site safety training, technical disclosure and pre-shift safety education for all construction personnel.
• Coordinate safety submissions, inspections and reports with clients, supervision companies and local authorities.
• Manage on-site civilized construction, fire safety, machinery and PPE compliance to high standards.
• Organize emergency drills and incident analysis to implement corrective actions.
• Ensure overseas residency readiness and adapt to various project types including data center and renovations.

Job description

1. Undertake overall HSE & safety management for Malaysia overseas industrial projects, covering cleanroom factory, data center, MEP installation and general EPC construction. Establish on-site safety management system, formulate safety management systems, special construction safety schemes and emergency response plans applicable to various industrial projects.

2. Conduct daily safety patrol, hidden danger investigation and closed-loop rectification. Implement strict control for high-risk operations such as working at height, hot work, confined space operation, temporary electricity and hoisting works to ensure zero major safety accidents.

3. Organize on-site safety training, technical disclosure and pre-shift safety education for all construction personnel, improve safety management ledgers and documents, and fully implement the on-site safety responsibility system.

4. Communicate and coordinate with clients, supervision companies and local safety authorities, complete safety document submission, special safety inspection and project safety acceptance, and regularly submit safety reports.

5. Manage on-site civilized construction, fire safety, construction machinery and PPE management, comply with both domestic industrial construction standards and Malaysia local safety regulations, adapt to high-standard construction requirements of cleanroom and data center projects.

6. Organize on-site emergency drills, timely dispose of sudden safety incidents, conduct accident analysis and formulate improvement and prevention measures.

7. Standardize post management of special operation personnel, investigate and rectify all unsafe behaviors on site, ensure standardized and safe construction of general contracting and standalone MEP projects.

Job Requirements

1. College degree or above in Safety Engineering, Engineering Management or related majors. Minimum 5 years safety management experience in industrial construction, cleanroom, data center or MEP engineering projects.

2. Hold valid Registered Safety Engineer Certificate and Construction Safety Officer Certificate, which can be used for project filing and supervision inspection.

3. Familiar with industrial construction safety specifications, high-risk operation control and HSE system management, capable of independently compiling safety plans and emergency documents for different types of industrial projects.

4. Familiar with overseas project safety management norms; basic English communication ability for external liaison and inspection reception.

5. Strong on-site control, emergency disposal and overall planning ability, with high sense of responsibility and execution.

6. Able to work on long-term overseas residency in Malaysia and adapt to different project types including clean workshop, data center and electromechanical renovation projects.
