Job summary

Keysight Technologies in Penang seeks a Senior HR Leader to partner with regional and global teams, shaping people strategy across Employee Relations, HR Operations, and transformation initiatives.

You will steer governance, ensure legal compliance under Malaysia labour laws, drive talent programs, and deliver data-driven insights to guide leadership decisions.

Qualifications

• Bachelor’s degree in HR, Business Administration, or related field.
• 8–12 years progressive HR experience, preferably in an MNC.
• Strong HR operations experience including Employee Relations and life cycle management.
• Proven track record in strategic HR leadership and business partnering.
• Deep understanding of Malaysia labour law and industrial relations practices.

1 Employee Relations & Industrial Relations

• Manage complex employee relations cases, ensuring fair, consistent, and legally compliant outcomes.
• Lead disciplinary processes, investigations, and workforce restructuring activities with strong governance.
• Partner with legal and compliance teams to mitigate risk and ensure adherence to local labor laws (Malaysia focus).

2 HR Operations, Compliance & Governance

• Ensure compliance with Malaysia labour laws and statutory requirements, including audits and regulatory reporting.
• Oversee HR processes including compensation planning, benefits, payroll collaboration, and policy governance.
• Maintain strong internal controls and risk management standards across HR operations.

3 Change Management & Transformation

• Lead HR related transformation initiatives (e.g., M&A integration, restructuring, digital HR).
• Support change management programs to ensure workforce readiness and adoption.
• Promote a culture of agility, continuous learning, and innovation.

4 Stakeholder & Regional Collaboration

• Collaborate with regional and global HR teams to align policies, frameworks, and talent programs.
• Drive cross-country initiatives and best practice sharing across APAC.
• Engage with external stakeholders (government agencies, industry bodies, vendors) where relevant.

5 HR Reporting and Dashboard

• Monitor HR metrics and provide insights for leadership decision-making.
• Develop and manage HR reporting and dashboards to provide accurate, data-driven insights that support strategic business and talent decisions.

6 Strategic HR Advisor

• Act as a trusted advisor to senior leadership, driving HR strategies aligned with business transformation and growth.
• Translate business priorities into actionable HR initiatives to enable productivity, innovation, and scalability.

Qualifications

Qualifications & Experience

• Bachelor’s degree in Human Resources, Business Administration, or related field.
• Minimum 8–12 years of progressive HR experience, preferably in an MNC environment.
• Strong experience in HR operations including Employee Relations, talent management and employee life cycle.
• Proven track record in strategic HR leadership and business partnering.
• Strong understanding of Malaysia labour law and industrial relations practices.
