Private Advertiser is seeking an experienced HR & Admin Manager in Malaysia to lead full HR functions, from recruitment and onboarding to payroll and statutory compliance. You will develop policies aligned with Malaysian regulations and support manpower planning at a company-wide level.
The role requires 5+ years in HR/Administration with supervisory experience, strong knowledge of local labour laws, and hands-on experience across payroll, employee relations, and office administration.
Manage the full spectrum of HR functions, including recruitment, onboarding, employee relations, performance management, compensation & benefits, training and employee development.
Develop and implement HR policies, procedures and SOPs in line with company requirements and Malaysian employment regulations.
Provide HR advice and support to management on manpower planning, organizational structure and employee-related matters.
Lead end-to-end recruitment activities and work closely with department heads to identify manpower requirements.
Manage job postings, candidate screening, interviews, offer negotiation and onboarding.
Develop talent pipelines and support the company's workforce expansion and manpower planning.
Oversee monthly payroll and ensure accurate processing of salaries, allowances, deductions, overtime and other employee payments.
Ensure compliance with Malaysian statutory requirements, including EPF, SOCSO, EIS, PCB/MTD, HRD Corp and other applicable regulations.
Monitor changes in Malaysian labour laws and recommend necessary updates to company policies and practices.
Handle employee grievances, disciplinary matters, attendance issues, workplace conflicts and other employee relations matters.
Manage probation, confirmation, performance appraisal, PIP and employee development processes.
Ensure proper documentation and consistent application of company policies.
Oversee general administration and daily office operations to ensure a smooth and efficient working environment.
Manage office facilities, company assets, supplies, accommodation, transportation and other administrative arrangements where applicable.
Coordinate with external vendors, service providers and government agencies on administrative matters.
Establish and improve administrative procedures, controls and cost-management practices.
Prepare and maintain employment contracts, employee handbook, HR policies, letters, forms and other personnel documentation.
Ensure employee records and HR documentation are accurate, complete and properly maintained.
Maintain confidentiality of employee and company information.
Identify training needs and coordinate internal and external training programmes.
Manage HRD Corp training and claims where applicable.
Support employee engagement, talent development and retention initiatives.
Act as the key HR & Administration contact between the Malaysia operation and China headquarters.
Prepare regular HR and administrative reports covering headcount, recruitment, turnover, payroll, attendance and employee matters.
Support the implementation of group policies and ensure appropriate localization for Malaysian operations.
Lead, supervise and develop the HR & Admin team.
Allocate responsibilities, monitor team performance and continuously improve HR and administrative processes.
Bachelor's Degree in Human Resources, Business Administration, Management or a related field.
Minimum 5 years of relevant HR & Administration experience, with managerial or supervisory experience.
Strong knowledge of Malaysian employment law, payroll and statutory requirements.
Hands-on experience in recruitment, employee relations, payroll, HR policies and office administration.
Strong organizational, communication and problem-solving skills.
Able to work independently and manage multiple priorities.
