ABOUT THE ROLE
DEEP OCEAN DIGITAL SDN. BHD. is establishing and expanding its operations in Kuala Lumpur. We are urgently seeking a practical, resourceful and hands‑on HR & Administration Manager to lead our local company and office setup, initial recruitment and ongoing HR and administrative operations.
This is a combined position, with approximately 50% Human Resources and 50% Administration responsibilities. The successful candidate will act as the company’s main local coordinator in Malaysia and report directly to the owner and management team based in China.
KEY RESPONSIBILITIES — HUMAN RESOURCES (50%)
- Develop the initial workforce plan and manage the full recruitment cycle, including posting job advertisements, screening applications, arranging interviews, preparing offers and onboarding employees.
- Coordinate monthly payroll, employee benefits and statutory contributions or deductions, including EPF/KWSP, SOCSO/PERKESO, EIS/SIP and PCB/MTD.
- Prepare and maintain employment letters, HR documents, personnel files, company policies, attendance, leave, probation, confirmation and offboarding records.
- Support employee relations, performance follow‑up and daily HR enquiries professionally and confidentially.
- Help ensure the company’s employment and payroll practices comply with Malaysian requirements, including the Employment Act 1955 and applicable amendments.
- Coordinate with appointed company secretaries, lawyers, accountants, payroll providers and other professional advisers when required.
KEY RESPONSIBILITIES — ADMINISTRATION & COMPANY SETUP (50%)
- Support the establishment and day‑to‑day operation of the company’s new Kuala Lumpur office.
- Search for, shortlist and compare suitable office premises within approximately 10–20 kilometres of Kuala Lumpur City Centre.
- Coordinate property agents, site inspections, rental proposals, negotiations, tenancy documentation, office handover and initial office setup.
- Liaise with company secretaries, accountants, banks, landlords, government agencies, service providers and other local parties as required.
- Manage office facilities, supplies, equipment, IT and telecommunications arrangements, vendors, service contracts, payments and administrative records.
- Assist employees arriving from China with local work arrangements, accommodation, transportation, local onboarding and coordination with licensed immigration or work‑pass service providers when applicable.
- Arrange meetings, schedules, transportation, accommodation and other business logistics when required.
- Handle practical, complex or urgent local matters in Kuala Lumpur and provide clear progress updates to management.
REQUIREMENTS
- At least 3 years of relevant experience in Human Resources, Administration, Office Management or a combined HR and Administration position.
- Experience in setting up a new company operation, new office or start‑up team in Malaysia is strongly preferred.
- Professional working proficiency in Mandarin and English, together with good working proficiency in Bahasa Malaysia.
- Mandarin is required for direct communication and reporting to the China‑based owner and management team. English and Bahasa Malaysia are required for communication with Malaysian employees, vendors, professional advisers and local authorities.
- Good knowledge of Malaysian employment, payroll and statutory requirements, including EPF/KWSP, SOCSO/PERKESO, EIS/SIP and PCB/MTD.
- Strong knowledge of Kuala Lumpur and the Klang Valley, including local business practices, office locations, vendors, property agents and common administrative procedures.
- Strong organisation, communication, problem‑solving and follow‑up skills, with the ability to handle confidential information.
- Able to work independently, manage multiple priorities and respond effectively to changing or urgent operational requirements.
- Applicants must be Malaysian citizens or already possess valid legal authorisation to work in Malaysia. The company does not currently provide employment‑pass or work‑visa sponsorship for this position.
