Torto Food Industries in Penang is seeking a seasoned HR & Administration Manager to lead the HR strategy, manpower planning and policy framework. You will manage annual plans, budgets, and reports while optimizing structure and KPIs to meet business needs.

Develop and implement the Company's HR strategies, manpower planning, policies, procedures, and management systems.
Prepare and manage the department's annual plan, budget, HR costs, and management reports.
Review and optimise the organisational structure, departmental functions, Job Descriptions, and KPIs to support business needs.
Lead, coach, and develop the HR & Administration team to achieve departmental objectives.
Develop and oversee recruitment strategies and the end-to-end recruitment process to meet manpower requirements within the approved budget and timeline.
Manage recruitment channels including JobStreet, Indeed, LinkedIn, and other relevant platforms.
Develop the Annual Training Plan, training budget, career development, and succession planning programmes.
Manage external training providers and ensure compliance with HRDC requirements and effective utilisation of available training funds.
Develop and review compensation and benefits structures through salary benchmarking and market surveys.
Lead the Company's Performance Management System, including KPI development, performance evaluation, and continuous improvement.
Oversee payroll, attendance, overtime, shift arrangements, leave administration, employee welfare, and statutory requirements including EPF, SOCSO, EIS, PCB, and HRDC.
Manage employee relations, grievances, counselling, disciplinary matters, investigations, and Domestic Inquiries in accordance with labour laws and company policies.
Oversee employee onboarding, transfers, contract renewals, resignations, terminations, insurance claims, and SOCSO-related matters.
Handle industrial relations matters, labour disputes, and employment-related legal cases in coordination with relevant authorities when required.
Oversee foreign worker management, including quota applications, recruitment, work permits, renewals, onboarding, and related documentation.
Manage worker accommodation and hostel facilities in compliance with applicable statutory requirements.
Ensure HR policies, documentation, and records comply with applicable labour laws and FSSC, GMP, HALAL, MESTI, HACCP, and other audit requirements.
Coordinate internal and external HR-related audits and follow up on corrective actions and compliance improvements.
Liaise with government authorities, regulatory agencies, and industry associations on HR, licensing, statutory, and compliance matters.
Develop and improve administrative policies, procedures, and systems to ensure efficient daily operations.
Oversee office administration, procurement, office facilities, cleaning, security, company events, meetings, and outsourced service providers.
Manage contractors, suppliers, IT service providers, payroll system vendors, office renovation, relocation, and facility-related matters.
Oversee company assets, office equipment, stationery, consumables, telephone, printing, and other administrative resources.
Coordinate the reception of customers, business partners, government officials, and visitors while maintaining the Company's corporate image.
Perform any other duties and assignments as delegated by Management from time to time.
At least a Diploma or Degree in HR Management, Business Administration, or a related field.
Minimum of 5 years of relevant experience in HR and Administration, with 2 years of managerial experience, preferably in a manufacturing environment.
If you have experience in food manufacturing, it will be an advantage.
Good knowledge of the Employment Act 1955, Industrial Relations Act 1967, Workers' Minimum Standards of Housing and Amenities Act 1990, and other relevant employment legislation.
Strong integrity, problem-solving, communication, and interpersonal skills.
