Meinhardt EPCM Sdn. Bhd. seeks a Head of HSEQ (Senior Manager) to lead the HSEQ strategy, governance, and performance across projects. You will guide HSEQ Managers, Leads, and Supervisors, aligning with policy, client expectations, and regulatory requirements.

Responsibilities include establishing objectives, monitoring indicators, and driving continuous improvement while integrating HSEQ into planning and execution. Strong leadership and DOSH-certified background are essential.

Competenze

• Bachelor’s degree in EHS or related field.
• Registered SHO / Green Book with DOSH is a must.
• NEBOSH IGC or Diploma preferred.
• 20+ years HSSEQ experience in construction/oil & gas/infrastructure.
• 10+ years managing multidisciplinary HSSEQ teams.
• Experience with HSSEQ governance frameworks and performance monitoring.
• Familiarity with ISO 45001/ISO 14001/ISO 9001 systems.
• Experience with enterprise-level HSSEQ digital reporting platforms.

The Head of HSEQ (Senior Manager) is a strategic leadership position responsible for overseeing the overall HSEQ strategy and governance framework for the project or programme, ensuring alignment with company policies, client expectations, and regulatory requirements. This role provides strategic leadership and direction to the HSSEQ organisation, including HSEQ Managers, HSEQ Leads, and Supervisors, and serves as the senior HSEQ advisor to project leadership on safety, environmental, and risk management matters.

Key responsibilities

• Lead the overall HSEQ strategy and governance framework for the project or programme, ensuring alignment with company policies, client expectations, and regulatory requirements
• Provide strategic leadership and direction to the HSSEQ organisation, including HSEQ Managers, HSEQ Leads, and Supervisors
• Establish project HSEQ objectives, targets, and performance indicators, ensuring continuous improvement and operational excellence
• Promote and drive a strong HSEQ culture across all project stakeholders, including contractors and subcontractors
• Work closely with the Project Manager and senior project leadership team to integrate HSEQ considerations into project planning, execution, and delivery
• Interface with clients, contractors, and regulatory authorities on HSEQ matters, ensuring alignment and compliance with project requirements
• Oversee the implementation of HSEQ governance frameworks, ensuring consistent standards across all project activities and teams
• Ensure effective monitoring and evaluation of contractor HSEQ performance, including review of leading and lagging indicators, audit outcomes, and compliance reviews
• Oversee the HSEQ reporting framework, ensuring accurate and timely reporting of safety performance to senior management and clients
• Lead initiatives to strengthen safety leadership, workforce engagement, and behavioural safety programs across the project

About you

• Bachelor's Degree in EHS, Engineering, Environmental Science, or related discipline
• Registered Safety and Health Officer (SHO) / Green Book holder with Department of Occupational Safety and Health Malaysia (DOSH) - MUST HAVE
• Professional certification such as NEBOSH IGC Certificate or Diploma or equivalent is highly preferred
• Minimum 20 years of relevant HSSEQ experience in construction, oil & gas, infrastructure, or industrial project environments
• At least 10 years of managerial experience, managing multidisciplinary HSSEQ teams across large or complex projects
• Demonstrated experience working in client, EPCM, or Project Management Consultant (PMC) environments overseeing contractor HSEQ performance
• Experience in establishing HSEQ governance frameworks, performance monitoring systems, and organisational safety culture initiatives
• Familiarity with HSSEQ Management Systems aligned with standards such as ISO 45001 Occupational Health and Safety Management Systems, ISO 14001 Environmental Management Systems, and ISO 9001 Quality Management System
• Experience with enterprise-level HSEQ digital reporting platforms, dashboards, and performance analytics tools
• Strong leadership capability with the ability to influence senior project stakeholders, clients, and contractors
