Job Summary
Based at Menara KOMTAR, Johor Bahru, the Head, Network Infrastructure to lead the strategy, planning and delivery of terrestrial fibre and network infrastructure projects. The role is responsible for overseeing the end-to-end infrastructure delivery lifecycle, including network architecture, design assurance, procurement, civil works, fibre installation, testing, commissioning and operational handover.
The successful candidate will provide technical and commercial leadership across project governance, contractor management, cost control, regulatory coordination, risk management and stakeholder engagement. The role will also lead technical discussions with carriers, hyperscalers, infrastructure partners and prospective collaborators to ensure network solutions are resilient, scalable, commercially viable and aligned with business and customer requirements.
Key Responsibilities
1. Network Infrastructure Strategy and Planning
- Lead the network infrastructure roadmap for MYDS and other approved terrestrial fibre projects, aligned with business demand, customer commitments and investment priorities.
- Approve deployment options, route strategy, fibre capacity, diversity, resiliency and phased rollout recommendations for management consideration.
- Translate approved business cases into delivery plans, governance gates, resource requirements and measurable project outcomes.
- Oversee network architecture and ensure designs allow future expansion, interoperability and open access where required.
- Identify strategic delivery dependencies, including rights of way, utilities, permits, site access and interconnection points.
2. Project Portfolio and Delivery Governance
- Direct the planning and execution of network infrastructure projects across design, procurement, civil works, fibre installation, testing and handover.
- Set baselines for scope, schedule, cost, quality and risk, and chair periodic project reviews with delivery leads and contractors.
- Approve practical work packages and delivery sequencing within delegated authority, and elevate changes that affect approved business cases or commitments.
- Coordinate readiness for customer service dates and ensure deployment milestones align with commercial contracts and operational acceptance.
3. Design, BOQ and Technical Assurance
- Own the technical review and validation of designs, specifications, bill of quantities and contractor proposals before procurement or execution.
- Challenge quantities, unit rates, route assumptions and scope gaps against surveys, approved designs and market benchmarks.
- Evaluate material variations, value engineering options and claims, and recommend approval or rejection with cost and schedule impacts.
- Ensure completed assets match approved designs, technical standards, records and network capacity requirements.
- Network Operation Set-Up/NOC advisor with solution evaluation.
4. Contractor and Vendor Leadership
- Lead procurement input, technical evaluation and performance management for fibre deployment contractors, engineering consultants and key suppliers.
- Set contractor deliverables and service levels covering schedule, quality, safety, documentation and rectification periods.
- Resolve cross-contractor interfaces and resource constraints, and intervene when performance threatens milestones.
- Review claims, disputes and corrective action plans with Procurement, Finance and Legal as appropriate.
5. Budget, Cost and Commercial Discipline
- Own project expenditure forecasts and maintain delivery within approved budgets and delegated variation limits.
- Review committed cost, actual cost, cost to complete and cash flow forecasts; explain deviations and propose recovery actions.
- Validate contractor progress claims and variations against measured work and contract terms before payment recommendation.
- Identify cost optimisation opportunities without weakening network quality, resilience or customer commitments.
6. Schedule, Quality and Handover
- Maintain an integrated master schedule and critical path across permits, design, procurement, construction, fibre works, testing and commissioning.
- Direct recovery plans for delayed activities and communicate material changes to customer readiness dates.
- Set quality assurance and acceptance requirements, including OTDR testing, splicing, labelling, inspection and defect closure.
- Ensure as-built drawings, route and asset records, test results, permits and warranties are complete before operational handover.
- Approve technical handover recommendations and transition the network to Operations with clear ownership of outstanding items.
7. Stakeholder, Regulatory and HSE Interfaces
- Represent Network Infrastructure in engagements with PLUS and other right-of-way owners, utilities, local authorities, customers and strategic partners.
- Oversee permits, traffic management, site access and other external dependencies with the responsible internal teams.
- Ensure contractors comply with applicable HSE requirements and site rules; elevate serious incidents through the established process.
- Align technical decisions with Commercial, Finance, Procurement, Legal and Operations requirements.
8. Risk Management and Management Reporting
- Maintain portfolio-level risk and issue registers covering right of way, approvals, cost, schedule, safety, quality, contractor performance and network readiness.
- Sponsor mitigation and contingency plans for material risks, with owners, deadlines and decisions required.
- Provide concise monthly management reports on milestones, expenditure, forecast completion, risks, decisions and customer commitments.
- Present investment, variation and recovery recommendations to the relevant approval forums with supporting evidence.
9. People and Capability Leadership
- Lead, coach and allocate the network infrastructure delivery team; define responsibilities and performance expectations.
- Build internal capability in fibre design, cost validation, project controls, testing, documentation and operational handover.
- Establish consistent project controls, templates and lessons learned across the network infrastructure portfolio.
10. Engagement with Customers and Partners Where Technical Is Concerned
- Lead technical discussions with carriers, hyperscalers, infrastructure partners and prospective collaborators on network routes, capacity, diversity, interfaces, service readiness and delivery feasibility across local and international markets.
- Assist the Sales/Business Development team in exploring technical designs with optimisation of cost structures.
Requirements
- Bachelor’s degree in Telecommunications Engineering, Electrical and Electronic Engineering, Civil Engineering, Information Technology or a related discipline.
- Minimum 12 years of relevant experience in telecommunications, terrestrial fibre or network infrastructure, including at least 5 years in a leadership or senior management capacity.
- Proven experience managing the end-to-end delivery of large-scale fibre or network infrastructure projects, covering design, procurement, civil works, installation, testing, commissioning and operational handover.
- Project Management Professional (PMP) certification is required.
- Strong technical knowledge of fibre-optic network architecture, route planning, network capacity, diversity, resiliency, splicing, OTDR testing and Network Operations Centre requirements.
- Demonstrated experience in project governance, contractor and vendor management, cost control, budgeting, Bill of Quantities validation, variation management and commercial evaluation.
- Experience engaging with carriers, hyperscalers, infrastructure partners, right-of-way owners, utilities, local authorities and other regulatory stakeholders.
- Strong understanding of permits, rights of way, traffic management, site access, Health, Safety and Environment requirements, and other dependencies affecting infrastructure deployment.
- Proven ability to manage multiple projects, delivery schedules, critical paths, project risks and customer service commitments.
- Strong leadership, stakeholder management, negotiation, analytical and decision-making capabilities.
- Excellent written and verbal communication skills, with the ability to present technical, commercial and project matters clearly to senior management and external stakeholders.
- Willingness to travel to project sites and other locations as required.
