CITAGLOBAL BERHAD is seeking an experienced Contracts Manager to oversee the negotiation, administration, and close-out of contracts across construction projects in Malaysia. You will coordinate with project teams, vendors and stakeholders to ensure compliance with Masdar governance and documentation standards.

The role requires 6-8 years of contract management experience in construction or related sectors, with strong knowledge of contract law and governance.

Responsibilities

  • Manage contract negotiation and administration with vendors to safeguard Masdar’s interests.
  • Develop contracts aligned with terms and conditions and ensure user requirements are met.
  • Support project teams in day-to-day contract management and administration.
  • Oversee contract variations, claims and related notices and documentation.
  • Monitor vendor performance and ensure compliance with contracts and approved scope.
  • Close contracts following Masdar procedures and review Completion Certificates.
  • Ensure accurate project payment processes within governance.

Job description

JOB PURPOSE :

To manage contractual matters of the project, managing all contract activities and providing appropriate levels of contractual advice whenever required. To ensure all contractual activities are carried out to a high standard in accordance with Masdar requirements, and are transparent and supported by appropriate documentation. To ensure that all members of the Project teams comply with Masdar governance and undertake audits whenever necessary.

KEY RESPONSIBILITIES
Contract negotiation and administration
  • Manage negotiation of the terms and conditions with the vendors in order to ensure that Masdar’s interests are safeguarded from a contractual aspect.
  • Develop contracts with the vendors in line with the agreed terms and conditions.
  • Ensure the end user is assisted as and when required in administering contracts as per the agreed terms and conditions.
  • Support Project teams as required in respect to day to day contract management and administration in a proactive manner.
  • Manage the resolution of Project variations, Contractor claims and any other contractual matters as necessary.
  • Manage the drafting and issuing of contractual notices and correspondence, review of project record keeping and maintenance of contractual registers.
Monitoring, payments,& closing of contracts
  • Monitor vendors’ performance and ensure that products/services are in line with agreed standards and contracts.
  • Monitor contracts on a regular basis and ensure implementation of contractual obligations as per project requirements and that variations are analyzed and issued in accordance with the approved scope.
  • Manage the closing of contracts according to Masdar approved procedures and for the approval of Completion Certificates prior to issue by Project teams
  • Ensure Project payment processes and approval recommendations are accurate and within appropriate governances.
Maintenance of documentation and records
  • Ensure maintenance of a high standard of tracking and record keeping of contracts, internal/external correspondences and filling other relevant documentation.
  • Ensure that retention letters, bonds, guarantees and completion certificates are in line with the end-user requirements and Masdar policies and procedures
Management of stakeholders and third party service providers
  • Ensure relationships with service level providers are managed smoothly and effectively in a way that guarantees that Masdar is provided with quality and timely services, in line with relevant service level agreements.
  • As and when required by management, personally manage key relationships/negotiations with relevant internal and external stakeholders in order to ensure the negotiation and agreement of favourable deals and agreements that safeguard Masdar’s best interests while ensuring the delivery of necessary needs/goals
Continuous improvement of policies, systems and processes
  • Contribute to the continuous improvement and implementation of unit systems, policies and procedures covering all areas of activity so that all relevant procedural/ legislative requirements and standards are fulfilled while ensuring that policies and procedures support the delivery of the strategy.
Reporting to stakeholders
  • Complete all relevant reports in a comprehensive, accurate and timely manner, and comply with international principles of corporate governance and standards, and shareholder requirements.
Compliance with standards and forms
  • Apply consistent approaches/discipline and standardized forms in line with relevant policies, processes and procedures
Compliance with information security policies, procedures and requirements at all times
  • Adhere to any applicable Masdar information security policies and procedures and identify and report security incidents and suspected weaknesses to the appropriate point(s) of contact.
  • Protect assets under care (e.g. laptops and other devices) and information/credentials against unauthorized access, sharing, and/or damage/loss, in accordance with the Information Classification and Handling Procedure.
  • Clear desks of all sensitive material and log off/ lock workstations at the end of the day and when leaving desk for a prolonged period in accordance with Acceptable Usage Policies.
  • Ensure not installing, copying or modifying of any software on Masdar equipment without authorization
Quality Health and Safety Environment (QHSE)
  • Support Quality Health and Safety Environment (QHSE) activities, policies and objectives of Masdar and compliance with the laws and regulations of the country where the projects are located.
  • This includes participating (when requested) in QHSE audits, office inductions, incident reporting and review of QHSE performances as applicable
JOB SPECIFICATIONS
Qualifications:
  • MBA or relevant Master’s degree from a top-tier internationally recognized higher education institution
  • Bachelor’s degree in engineering, business administration or finance or related field
Experience:
  • 6-8 years experience in contracts in roles involving the management and administration of construction contracts in the construction, industrial, energy / oil and gas or petrochemical sectors or equivalent experience
  • Experience in managing and administrating renewable energy contract agreements is an asset
Knowledge:
  • Knowledge of renewable energy and traditional energy industry
  • Knowledge of processes, templates, tools and systems used in bids and proposals
  • Good knowledge of drafting, negotiating, executing, administrating and closing multiple contracts.
  • Good knowledge of financial, commercial and contractual governances
  • Good knowledge of contract law
Skills:
  • Fluent in Malay and English. Arabic language skills are a plus
  • Exceptional communication and interpersonal skills leading to a consultative approach within a corporate / multifunctional environment
  • Ability to work well within multi-disciplined teams and with third parties
  • Ability to work under pressure and meet deadlines
