Job summary

CITAGLOBAL BERHAD seeks a dedicated stakeholder relations professional to manage community engagement for ongoing and future projects in Malaysia. You will implement and refine the stakeholder engagement plan, coordinate public meetings, and maintain a robust CGM to address community concerns.

The role requires 5+ years in community and stakeholder management, with fluency in Malay and English, plus strong communication and local knowledge of Kuantan and surrounding areas.

Qualifications

• Bachelor’s degree in a relevant subject (energy, environment, health and/or social fields).
• At least 5 years of experience in a community and stakeholder management role in and outside Malaysia in a similar type industry.
• Deep understanding of the energy market and sustainability requirements for major projects.

Responsibilities

• Execute and update the stakeholder management plan and communication strategy.
• Lead public meetings and prepare content for large audiences.
• Maintain Community Grievance Mechanism (CGM) and CGM Log to ensure first point of contact for the community.
• Manage claims and complaints, coordinate with authorities and project staff, and facilitate issue resolution.
• Prepare and execute the community investment program to support project objectives.
• Maintain a database of community members and contact details for recruitment planning.
• Maintain relations with internal and external stakeholders to meet project requirements on time.
• Support permitting and approvals by delivering and tracking documents with authorities.
• Comply with information security policies and protect assets and information.
• Support QHSE activities, audits, and incident reporting.

Job description

JOB PURPOSE :

To establish and maintain stakeholder relationships between the company and the local community in Malaysia during and post project execution in order to support the achievement of project objectives in line with local community expectations.

KEY RESPONSIBILITIES

Execute and update the stakeholder management plan and communication strategy

• Understand, execute and update the stakeholder engagement plan in order to ensure it is aligned to and supports the achievement of project objectives.
• Lead the communication strategy, planning public meetings and preparing the content in order to ensure that key and relevant matters are addressed to large groups of people at formal meetings.
• Collaborates with internal and external stakeholders for the purpose of building effective communication, enhancing relationships, and ensuring a high quality and transparency of social service to achieve project’s goals and objectives.

Operate and maintain the CGM

• Operate the Community Grievance Mechanism (CGM) and maintain the CGM Log (an Excel spreadsheet) in order to ensure that the community has a first point of contact for all project related comments, claims, concerns etc..

Manage claims and complaints

• Ensure the timely resolution of claims or complaints made under the CGM in order to manage community expectation and needs at all times. This includes working with other professionals such as land surveyors and lawyers.
• Respond to community concerns by ensuring that they are brought to the attention of the Masdar and facilitate the process of resolving the issue;
• Mediate issues between the community members and the project staff;
• Forward questions about the project from community leaders and residents to appropriate government authorities and the General Manager/Project Manager;

Prepare the community investment program

• Prepare and execute the community investment program in order to support the achievement of project objectives..

Maintain a database of community members

• Create and maintain a database of community member details, including names, contact details, skills and experience in order to support in sourcing individuals for specific roles where required.

Maintain relations with stakeholders

• Maintain ongoing coordination and build relationships with internal and external stakeholders in order to ensure that all project requirements are met timely and effectively.
• Acting as a focal point for the project on behalf of the Project Manager;

Support project permitting and approvals

• Deliver documents to all the interested parties and similarly receive documents from both external and internal parties;
• Ensure that follow up of document approvals by concerned authorities is done timely and consistently and keep the General manager/Project Manager updated as required;
• Responsible for ensuring all project documents and records are maintained;

Comply with information security policies, procedures and requirements at all times

• Adhere to any applicable Masdar information security policies and procedures and identify and report security incidents and suspected weaknesses to the appropriate point(s) of contact.
• Protect assets under care (e.g. laptops and other devices) and information/credentials against unauthorized access, sharing, and/or damage/loss, in accordance with the Information Classification and Handling Procedure.
• Clear desks of all sensitive material and log off/ lock workstations at the end of the day and when leaving desk for a prolonged period in accordance with Acceptable Usage Policies.
• Ensure not installing, copying or modifying of any software on Masdar equipment without authorization.

Quality Health and Safety Environment (QHSE)

• Support Quality Health and Safety Environment (QHSE) activities, policies and objectives of Masdar and compliance with the laws and regulations
• This includes participating (when requested) in QHSE audits, office inductions, incident reporting and review of QHSE performances as applicable

Experience:

• At least 5 years of experience in a community and stakeholder management role in and outside Malaysia in a similar type industry

Knowledge:

• Deep understanding of the energy market.
• Good knowledge of environmental and social requirements and sustainability elements of major projects

Skills:

• Fluent in Malay and English. Arabic language skills are a plus
• Must be friendly and approachable and have the ability to communicate with a wide variety of individuals, from farmers to the local mayor/ senior government officials
• Must have good local reputation and respect in the local community
• Must have good knowledge of Kuantan and Chereh Dam area’s local administration
